Responsibilities

  1. Promote and safeguard the welfare of children, young people and/or vulnerable adults.
  2. Contribute to the Government’s digital strategy and Council strategy by establishing and delivering training sessions and courses (e.g., Digital Clubs, Making the Most of the Internet and Work Clubs) in collaboration with library managers, staff, volunteers and partner organisations to increase take‑up and usage of digital services and library services.
  3. Lead and manage the Home Library Service team, overseeing staff timetables, supervising work rotas and tasks, monitoring staff development through regular 1:1s and ARDs, managing sickness absence and other company policies such as Disciplinary and Grievance procedures.
  4. Recruit, select, support and develop operational staff and undertake DBS checks for staff and volunteers across the service.
  5. Train and support librarians, library supervisors and staff to recruit, train, manage and mentor volunteers for activities including digital sessions, delivery of services to housebound users, people in residential homes and community access collections.
  6. Support equivalent‑grade managers in their absence, ensuring staff and volunteer timetables are maintained, approving holiday and lieu‑time requests, and allocating relief staffing efficiently.
  7. Organise and deliver events and activities in libraries and other venues to enhance user health and well‑being, within funding guidelines, in partnership with agencies such as Age UK and Older People’s Partnership, and manage related budgets.
  8. Organise and deliver events to encourage volunteer recruitment, working closely with library supervisors, librarians and other agencies.
  9. Use IT proficiently, maintaining knowledge of relevant websites and resources to assist the public in acquiring IT skills for purposes such as job searching and accessing online services.
  10. Ensure quality service provision through excellent customer care, responding to comments and complaints and applying quality standards within the administrative area.
  11. Collect and maintain records and statistics that demonstrate library performance against funding targets and internal performance measures.
  12. Undertake relevant training and courses to keep skills up to date and participate in working groups that develop projects improving library services.
  13. Supervise, develop, organise and participate in activities, workshops and events under senior library management guidance and in conjunction with other agencies to promote library services, reading, literacy and learning.
  14. Ensure health and safety responsibilities under the Health and Safety at Work etc. Act 1974 and associated legislation, maintaining personal and others’ safety.
