This is a Full Time, Permanent Position.

ROLE AND PURPOSE

The purpose of this role is to facilitate and where appropriate, provide integrated project support to the Legal, Procurement and Governance Services. Reporting to the Business & Practice Manager of Legal Services, the post holder will support the Legal Services and Partnerships service by providing project officer support within the Business Management Team. The key purpose of the role is to develop and maintain efficient processes within the service and to provide continuous development of the bespoke systems that are in place within the teams. The post holder will support both Managers and subject matter experts within the service to drive the momentum to change and deliver process efficiencies. This will include the identification, definition and tracking of progress, benefits and outcomes of projects undertaken within the service in accordance with established project governance methodologies. The post holder will work in conjunction with corporate ICT, to ensure that hardware/software installations and upgrades take place, and to ensure the service is supported by the most effective versions of their multiple systems. There will also be a requirement to develop training and guidance for staff, both online and face to face to ensure that staff are fully aware of key features and changes with all systems. The post holder will develop effective working relationships across the service and with other service areas which interface, to help support project delivery which cross organisational boundaries.

PRINCIPAL ACCOUNTABILITIES:

  • To promote and safeguard the welfare of children, young people and/or vulnerable adults.
  • Represent, as directed, Legal Services & Partnerships at System User Groups, Stakeholder Groups and Corporate Meetings in line with terms of reference for those meetings.
  • Lead on-site system training to users of Legal Services and Partnerships systems in line with guidance. Record and report such training to inform inclusion in Learning Plans.
  • Undertake, analyse and report to senior colleagues the outcomes of periodic reviews of data and assets held in Legal Services & Partnerships systems to inform accurate allocation of both staff performance and resources.
  • Provide day to day support to users of Legal Services & Partnerships systems to ensure that staff are working to standard working practices; highlighting and resolving any training needs.
  • Undertake, as directed and in conjunction with corporate ICT, operational system hardware/software installations and upgrades to ensure Legal Services & Partnerships are supported by the most effective versions of their multiple operational systems.
  • Provide efficient and effective local operational system administration service for Legal Services & Partnerships staff that includes securing appropriate licenses, individual system set up, allocation of permissions, removal and re-designation of system access, placing of orders/processing payments, via standard procedures.
  • Conduct independent research, as broadly directed, to inform system solutions and/or Legal Services & Partnerships/Corporate Improvement Projects.
  • Support the Assistant Business & Practice Manager with the progress, chase and review of performance indicators for completeness, and produce service performance reports by a set deadline for review by senior colleagues prior to circulation/presentation to senior management/SLT.
  • Leads/works alongside operational teams to deliver DMT approved improvement projects and report their progress against defined milestones to DMT/Governance Bodies.
  • Produces and presents to senior officers quality audits of operational services processes that include analysis of base line service performance, process mapping of the current state, documentation of operational procedures, comparison with defined benchmarks.
  • Monitor, maintain and review risk management on projects and contribute to the production/presentation of a departmental risk register summary by a set deadline for review by senior colleagues.
  • Produce and present regular reports to the Business & Practice Manager & Director on compliance across all Legal Services & Partnerships Teams of adherence to standard working practices of local operational systems.
  • Contributes to the regular completion of Legal Services & Partnerships Performance Framework, to established deadlines, that informs service decision making.
  • Conducts independent research of system solutions and service improvement opportunities to inform development of Legal Services & Partnerships services and associated working practices.
  • Ensure, in conjunction with Corporate ICT, that local operational systems and data held are secure to meet statutory requirements.
  • Conducts quality audits of operational services processes to inform quick win improvements and/or recommendation to the Director of Legal Services & Partnerships.
  • Leads, as directed, local improvement reviews of Legal Services & Partnerships operational systems to inform coordination with the corporate ICT Team and subsequent recommended actions.
  • Analyse KPIs alongside risk management returns, internal audits reports, external inspections and benchmarks to inform reports to DMT that influence decision making and identify blockages to improvement.
  • Contributes to the production of the Legal Services Business Plan to ensure available resources are focused on key objectives of Legal Services & Partnerships and the Council.
  • Contribute to the resolution, in conjunction with Corporate ICT and other stakeholders, to operational system failure.
