An exciting opportunity has arisen within Streetscene Services for two highly motivated and conscientious Systems Process and Scheduling Officers in the Business Improvement Team. This key role will be working within a small, forward-thinking team, contributing to improvement projects, performance management, data analysis (including visual presentation of data, dashboards, and reports), and ensuring local operational systems, software and processes are developed and maintained in collaboration with a variety of staff across Streetscene and other stakeholders.
You will be able to identify solutions to complex tasks that require analysis, evaluation, and a degree of judgement with an evidence-based approach. An ability to understand operational processes and how these can be improved with the use of technology is essential, as is the ability to support operational staffing teams through change of process. Experience of key operational software systems administration is required, with software such as Confirm, Bartec, Route Smart as well as others, in use across the department. You will also have extensive experience using the Microsoft suite of apps, including Power apps. You will be a well organised team player, self-motivated to work independently when required, and an excellent communicator who is able to form positive and professional relationships.
ROLE AND PURPOSE
The role sits within the Business Improvement Team of Streetscene Services. Its key purpose is to affect management control of all services through risk and performance management; to maintain and develop efficient processes through the support and development of Streetscene’s fundamental operational systems and via its Business Improvement Programme drive change that ensures ongoing development of the service, improving performance whilst considering the customer journey.
This is a key role that will ensure the progression of Streetscene's Business Improvement Programme and the compliance with agreed and invested systems within Streetscene and the wider Council and be fundamental to the development of systems and their use to improve decision making and future service provision. Given that Streetscene is a dynamic, multifunctional service that operates against a background of limited resources the post will adapt to the changing and challenging landscape of this front line service.
PRINCIPAL ACCOUNTABILITIES:
- To promote and safeguard the welfare of children, young people and/or vulnerable adults.
- Investigate and report compliance across all Streetscene Teams of adherence to standard working practices of local operational systems to ensure consistency of use to inform service decision making, reporting and development.
- Represent, as directed, Streetscene at System User Groups, Stakeholder Groups and Corporate Meetings in line with terms of reference for those meetings.
- Lead on-site briefings / training (that includes quality management and ‘Lean’ principles) to users of Streetscene’s local operational systems in line with guidance, Record and report such training to inform inclusion in Learning Plans.
- Undertake, and analyse and report to senior colleagues the outcomes of periodic reviews of data and assets held in Streetscene’s operational systems to inform maintenance of data and the accurate recording of assets that informs allocation of resources.
- Provide day to day support to users of Streetscene’s operational systems to ensure that staff are working to standard working practices; highlighting and resolving any training needs.
- Undertake, as directed and in conjunction with corporate ICT, operational system hardware / software installations and upgrades to ensure Streetscene is supported by the most effective versions of their multiple operational systems, for example; Confirm, Bartec, Mayrise, Mobisoft, Navman etc.
- Provide efficient and effective local operational system administration service for Streetscene staff that includes: Securing appropriate licenses, Individual system set up, Allocation of permissions, Removal and re-designation of system access, Placing of orders / processing payments, via standard procedures.
- Conduct independent research, as broadly directed, to inform system solutions and / or Streetscene’s / Corporate Improvement Projects.
- Progress chase, review performance indicators for completeness, and produce service performance reports by a set deadline (that includes agreed corporate performance indicators) for review by senior colleagues prior to circulation / presentation to senior management / DMT.
- Leads / works alongside operational teams to deliver DMT approved improvement projects and report their progress against defined milestones to DMT / Governance Bodies to contribute to value for money, efficient, customer focused services.
- Produces and presents to senior officers quality audits of operational services processes that include; Analysis of base line service performance, Process mapping of the current state, Documentation of operational procedures, Comparison with defined benchmarks to inform ‘quick win improvements’ and / or recommendation to Departmental Management Team for specific improvement projects.
- Progress chase, review ACM risk management returns for completeness and contribute to the production / presentation of a departmental risk register summary by a set deadline for review by senior colleagues prior to circulation to DMT.
- The Health and Safety at Work etc. Act 1974 and associated legislation places responsibilities for health and safety on Hull City Council, as your employer and you as an employee of the council.
Grade 6 – All of the above plus:
- Produce and present regular reports to the Business Improvement Manager / DMT members on compliance across all Streetscene Teams of adherence to standard working practices of local operational systems to ensure consistency of use to inform service decision making, reporting and development.
- Produce and present reports to the Business Improvement Manager / DMT members on the outcomes of periodic reviews of data and assets held in Streetscene’s operational systems to inform maintenance of data and the accurate recording of assets.
- Contributes to the regular completion of Streetscene’s Performance Framework, to established deadlines, that informs service decision making.
- Conducts independent research of system solutions and service improvement opportunities to inform development of Streetscene’s services and associated working practices to advise on continuous service improvement.
- Ensure, in conjunction with Corporate ICT, that local operational systems and data held are secure to meet statutory requirements.
- Conducts quality audits of operational services processes to inform; quick win improvements and / or recommendation to DMT to specific improvement projects.
- Leads, as directed, local improvement reviews of Streetscene’s operational systems to inform coordination with the corporate ICT Team and subsequent recommended actions to relevant Assistant City Manager / Streetscene Management Team.
- Analyse KPIs alongside risk management returns, internal audits reports, external inspections and benchmarks to inform reports to DMT that influence decision making and identify blockages to improvement.
- Contributes to the production of Streetscenes Business Plan to ensure available resources are focused on key objectives of Streetscene; Strategic Commissioning and Delivery and the Council.
- Contribute to the resolution, in conjunction with Corporate ICT and other stakeholders, to operational system failure.
