This is a Full Time Permanent Position. This is an opportunity to work in a fast-paced environment dealing with financial assistance to meet the needs of vulnerable customers across the city. We are looking for a person who is highly motivated, conscientious, efficient, and adaptable to meet the demands of the service.
You must be able to provide professional technical and project management expertise for the purpose of delivering Corporate and Private Sector Strategy objectives within the legal framework, including Disabled Facilities Grants (DFG), Home Appreciation Loans (HALs), HomeCheque Loans along with aids and adaptations across private and council sector housing. You will undertake surveying of properties and technical work from survey to procurement and completion and have an understanding of contract management. This will include the management of contractors in relation to the repair, maintenance, renovation, budgeting, managing complex cases and working with vulnerable customers across both private and public sectors. You must have excellent interpersonal and communication skills to be able to deal with people and work in partnership with other Council services including Occupational Therapy, Social Services, Planning and Building Control Departments along with external agencies. You will possess a minimum O.N.C. / O.N.D. in a building / construction related subject.
PRINCIPAL ACCOUNTABILITIES:
- To promote and safeguard the welfare of children, young people and/or vulnerable adults.
- Project manage the technical and legislative aspects of individual grant and loan applications including property surveys, preparation of schedules, reports, drawings and estimated costs to determine work which is eligible for financial assistance in accordance with the legal framework. This includes meeting the requirements of the Decent Home Standard and the Housing Health and Safety Rating System.
- Project manage building related works from inception to completion to ensure client is kept informed and building work is carried out in accordance with contract documents.
- Carry out surveys for disabled adaptations in the public and private sector housing stock; prepare detailed plans, specifications, schedules and reports to adapt / extend a dwelling that will enable disabled people to continue to live in their homes and improve their quality of life.
- Develop, procure, control and manage variations for specific contracts with building contractors so that all projects comply with designs and specifications, are completed on time, to budget and compliance with statutory requirements is maintained.
- Authorise building works, certify accounts, prepare valuations, and certificates of payments for building contracts. Negotiate settlement of final accounts with contractors to secure optimum value for money for the council.
- Provide home owners, landlords and tenants with advice and assistance in relation to energy efficiency and maintenance to help occupiers to maintain their homes.
- Liaise with other agencies, departments and members to achieve a co-ordinated approach to service provision.
