Shape the Future of Children's Safeguarding - Strategic Lead Opportunity

Hull City Council is seeking an experienced Strategic Lead for Children's Safeguarding - Placement Sufficiency to join its Safeguarding Senior Leadership Team on a six-month assignment. This is a high-impact leadership role focused on strengthening placement choice, sufficiency, and innovation across children's services. Hull is proud of its well-established and forward-thinking fostering service and its portfolio of 17 high-quality children's homes. This role offers a unique opportunity to build on these strengths and help shape the next phase of service development.

The Role

  • Providing strategic leadership on placement sufficiency across children's safeguarding services
  • Leading priority initiatives to expand and strengthen placement choice
  • Driving innovation in complex foster care, shared care, and increased capacity within children's homes
  • Working closely with internal services and external partners to deliver sustainable solutions
  • Supporting the delivery of strategic priorities aligned with corporate and safeguarding objectives

Leadership & Accountability

  • Reporting directly to the Assistant Director for Safeguarding
  • Operating as a key member of Hull's Safeguarding Senior Leadership Team
  • Providing visible, hands-on leadership with a minimum on-site presence of three days per week

What We're Looking For

  • An experienced senior leader with proven experience at Head of Service level or above
  • Strong background in children's safeguarding and placement sufficiency
  • A visible and relationship-focused leader who values working closely with their teams
  • Substantial experience of partnership working, including engagement with elected members
  • Ability to lead system-wide change and deliver strategic improvements at pace
