Job Description Summary:

This is a Full Time, Permanent position.
We are seeking a highly organised and proactive Project Liaison Officer to support the delivery of key housing priorities across the service, including work on the Later Living Housing Strategy, Supported Housing Strategy and Empty Homes projects. The role will involve collating data from a range of sources such as ONS datasets, Power BI and government publications, undertaking initial analysis, and supporting the development of reports, bids and Cabinet papers. You will also assist with research into policy and legislation, help design resident surveys, and support the analysis and presentation of findings. This includes preparing slides and briefing materials, helping officers translate evidence into clear, accessible outputs, and contributing to presentations such as Renters’ Rights and Empty Homes updates at the Affordable Housing Group.
Alongside this, you will provide essential project coordination across the wider Strategy & Appraisals team and housing service. This includes arranging meetings, maintaining action trackers, organising key groups, and supporting work programmes linked to homelessness, temporary accommodation and wider housing initiatives. You will also assist with engagement events, help prepare presentations for colleagues, and provide light-touch operational support where required. This varied role requires strong organisational skills, attention to detail, and the ability to work collaboratively to support the smooth delivery of housing strategy and service priorities.
ROLE AND PURPOSE
Coordinate activity across the Strategy and Appraisals programme in a project support capacity including the production of project plans, delivery of key communications and engagement work, maintaining risk and issue logs and preparing progress reports in respect of key projects.
Support the Strategy and Appraisals Team in all matters and undertake research and intelligence reviews in order to deliver the objectives as set out in Hull’s Housing Strategy.

PRINCIPAL ACCOUNTABILITIES:

1. Assist programme leads in overseeing the day-to-day operation of specific projects including the monitoring and maintenance of project plans, risk registers and reporting progress according to internal and external requirements.

2. Develop communications/engagement plans as required in order to deliver project-specific consultation and engagement opportunities.

3. Support the development of complex technical, legal, commercial and financial solutions to ensure effective delivery of Strategy and Appraisals programme.

4. Assist in the production of tender/procurement documentation for approval and publication in accordance with the Council’s procurement rules.

5. Assist programme leads to ensure that agreed outputs/timeframe in respect of the Strategy and Appraisals programme are achieved and, where appropriate, reported in accordance with external partner/funding bodies’ requirements.

6. Maintain an up-to-date, broad knowledge of the key strategic housing documents and their delivery plans, and where appropriate Council policies, procedures and practices in order to provide comprehensive advice in response to a full range of enquiries.

7. Prepare and present, as required and on a routine basis, information for programme leads, including performance management information in relation to outputs and key milestones (identifying exceptions) for consideration by senior officers, funding bodies and other external partners. This will include the production of papers, briefing notes and reports as required, including undertaking suitable research and outlining deliverable/preferred options to programme leaders.

8. Maintain and monitor accurate data on appropriate software (e.g. Project, Excel, Access) and ensure that up to date management information is produced against performance plans, targets, etc.

9. Represent the Council and Service area at external meetings or events and deputise for programme leads as required.

10. Responsibility for consultation with stakeholders including tenants and residents affected by any potential changes.

11. The Health and Safety at Work etc. Act 1974 and associated legislation places responsibilities for health and safety on Hull City Council, as your employer and you as an employee of the council.
