Overview

We are seeking an extensively experienced, excellent Organisational and Leadership Development specialist. This is a high profile role requiring regular contact with leaders to ensure cultural change is delivered across all service Directorates. You will have a proven track record of implementing and delivering upon Workforce/People Plans across large complex organisations to enhance the effectiveness and performance of senior leaders and managers driving development, adoption and embedding core values and behavioural competency, creating organisational change and cultural transformation.

Working in Organisational Development & Human Resources you will lead on organisational development initiatives such as the competency framework, organisational values and the coaching network and the delivery of leaders and managers development to achieve business plans for their services and improved Investors in People status. The post has a significant impact on IiP status improvement.

You will

  • Lead the design, development, delivery, evaluation and continuous improvement of a high-quality portfolio of leadership, management and organisational development programmes.
  • Champion and embed the Council’s core values, behaviours and competency framework; accelerate adoption across all Directorates.
  • Develop CST/Assistant Directors, Senior Managers and leaders/managers/staff at all levels to underpin successful delivery of the Community, Corporate and People Plans.
  • Provide expert challenge and support to senior stakeholders, acting as a trusted adviser on culture, leadership and change.
  • Lead organisational development initiatives including the competency framework, organisational values and the coaching network.
  • Drive measurable improvements in Investors in People status through targeted leadership and management development and evidence-based OD interventions.
  • Use deep OD, LD, change and operational expertise to identify cross-Directorate synergies, align corporate programmes, and prevent duplication or incongruent actions.
  • Measure impact through data and insight; report progress and outcomes to the Assistant Director, Head of Service and senior forums.
  • Manage a small team role-modelling inclusive leadership to ensure our OD offer enables all staff to work efficiently and purposefully within our values and competencies framework.

About you

  • Substantial experience leading culture and leadership development in a large, complex organisation.
  • Proven track record of designing, delivering and evaluating leadership and management development that shifts culture and improves performance.
  • Confident working with and influencing senior leaders and managers and able to challenge constructively and build strong partnerships.
  • In-depth knowledge of OD, leadership development, change management and behavioural frameworks; able to translate strategy into delivery.
  • Evidence of improving Investors in People or comparable organisational standards.
  • Skilled in systems thinking/programme change: connecting programmes across Directorates to maximise impact and drive .
  • Excellent facilitation, coaching and communication skills; credible, resilient and outcomes-focused.
  • Have relevant qualifications (e.g., CIPD/OD/L&D; coaching/psychometrics/assessor) Degree level essential, Masters highly desirable.
