Role Overview: Safeguarding and Risk Compliance Officer – a permanent, full‑time position with Hull City Council. The post works closely with Alternative Provision providers across the city, supporting vulnerable learners, safeguarding children and young people, and ensuring compliance with statutory duties and council policies.

Key Responsibilities:

  • Promote and safeguard the welfare of children and young people.
  • Ensure education settings comply with statutory safeguarding duties under the Education Act 2002, Keeping Children Safe in Education and Working Together to Safeguard Children.
  • Maintain compliance with the DFE Arranging Alternative Provision guidance.
  • Promote safe and effective care environments in line with the Children Act 1989 and 2004.
  • Collaborate with schools, social care, health services and police to deliver coordinated safeguarding responses.
  • Partner with the Safeguarding Manager to conduct safeguarding and health and safety audits of registered and unregistered alternative provisions.
  • Lead on risk assessments and respond to safeguarding concerns, including critical incidents and whistleblowing reports.
  • Deliver training to Alternative Provision settings on health, safety and safeguarding compliance.
  • Provide specialist advice and guidance on national and local Alternative Provision and safeguarding policies and procedures.
  • Maintain accurate safeguarding records and ensure data protection compliance.
  • Provide reports to schools, families, internal departments and external bodies such as Ofsted.
  • Challenge Alternative Provision providers where policies, procedures or practices fall short of statutory and best‑practice standards.
  • Adhere to the Health and Safety at Work etc. Act 1974 and council corporate H&S policy, and act responsibly for personal health, safety and wellbeing.

Qualifications and Experience:

  • Strong background in education, safeguarding and quality assurance supporting vulnerable children and young people.
  • Detailed knowledge of Keeping Children Safe in Education and Ofsted frameworks, and an understanding of what high‑quality alternative provision looks like.

Pay and Working Hours:

  • Salary range: £29,540.00 – £32,061.00 per annum.
  • Hours of work: 37 hours per week.
  • Grade: 6.
