Overview

As Principal Housing Surveyor, you lead a multi-disciplinary team to deliver empty homes repairs and refurbishment, improving the condition of council housing. You shape investment programmes, drive performance, and ensure statutory compliance. You work with Programme Managers and senior staff to deliver high-quality, value-for-money housing services across the city. This is an opportunity to influence housing strategy and deliver tangible improvements for tenants and communities. You will lead change in a public-facing environment with a strong focus on safety and quality.

Responsibilities

  • Line manage professional surveyors and support staff
  • Deliver repairs to ~1500 empty council homes annually
  • Support Programme Managers in developing investment programmes
  • Manage contractor performance, quality standards, and KPIs
  • Ensure compliance with housing legislation, safety standards and regulatory requirements
  • Manage budgets across revenue and capital programmes
  • Provide expert technical advice on housing maintenance and improvement
  • Drive service improvement, innovation and value for money
  • Engage with tenants, residents, contractors, colleagues and elected members

Key requirements

  • Extensive experience in housing maintenance, refurbishment or construction
  • Strong people-management and leadership skills
  • Solid knowledge of housing legislation, building standards and contract management
  • Budget management and contractor relationship experience
  • Excellent communication and stakeholder-management skills
  • Proactive, improvement-focused mindset and ability to lead change
  • Degree or equivalent experience preferred, with CPD commitment
