Overview
In this role you lead the frontline housing service for about 9,000 properties, ensuring high-quality tenancy and estate management. You will supervise multiple teams across locations, focusing on performance, policy compliance, and staff development. You’ll respond to a dynamic environment, implement changes, and coach staff to deliver excellent customer service. The position plays a key part in shaping housing strategy and collaborating with partners to meet statutory obligations. This is a senior, impact-driven role within the Neighbourhoods and Housing Service with a strong emphasis on outcomes and leadership.

Responsibilities
- Strategically contribute to operational housing plans and citywide housing policy
- Lead customer-focused frontline housing operations including rent, allocations, tenancy and estate management, and facilities management
- Proactively manage day-to-day service delivery, staff competence, supervision, and performance improvement
- Provide leadership to implement legislative and policy changes and develop team development plans
- Ensure compliance with legislation, standards, and Council policies; monitor performance and drive quality assurance
- Plan team work, set performance targets, and cascade information to frontline staff
- Make informed tenancy decisions using data sources; collaborate with partners for casework and consistency
- Represent the service externally, promote partnerships, and engage with tenants and community initiatives
- Prepare and present reports, training, and performance information to diverse audiences
Key requirements
- Experience leading housing landlord services or similar frontline housing management
- Strong performance management and staff development skills
- Knowledge of housing legislation, policy and practice
- Ability to manage multiple teams across locations and respond to changing environments
- Experience in stakeholder engagement and partnership work
