About Us
Hull City Council established its Building Safety Team in 2024 in response to major legislative changes, including the Building Safety Act, Fire Safety Act, and Fire Safety (England) Regulations, introduced following the Grenfell Tower tragedy. Our team is dedicated to ensuring the safety of multi-occupancy dwellings across the city. This includes oversight of:
- 19 high-rise buildings
- 7 medium-rise buildings
- 4 sheltered blocks
- 445 low-rise blocks
In addition, we are responsible for the fire safety of all corporate buildings circa 160 units. We work in close partnership with the Housing Investment Team, which manages responsive and cyclical maintenance, specialist compliance works, planned improvement projects, and refurbishment schemes for a stock of 24,000 domestic properties. In addition, we collaborate with the High-Rise Tenancy and Facilities Management teams to deliver a comprehensive approach to building safety.
As a social landlord, we are particularly focussed on excellent customer care and support to persons living in our homes, aiming to provide the best possible customer journey/experience, and are always looking to tailor our service delivery to accommodate individual customer needs.
The Role
An exciting opportunity has arisen for a Health and Safety Advisor (CDM) position within the Building Safety team. You will be responsible for providing dedicated Health and Safety (H&S) support and guidance on all building safety and construction related issues and to ensure legislative compliance. This will involve reviewing H&S legislation and leading on the development and maintenance of key H&S policies, processes, documentation, risk assessments and safe working procedures, to ensure HCC and its contractors are compliant with key legislation, particularly key duty holder responsibilities within the Building Regulations and Construction (Design and Management) Regulations.
You will also be responsible for the development of individualised H&S training plans for team members, identification of competence of colleagues and contractors and the development of service delivery plans for building safety within Hull City Council housing stock.
You should hold a degree or equivalent level of experience in H&S or related compliance field and have experience of delivering, monitoring and planning services at an operational level, alongside a good understanding of planning and project management. You must have good communication and interpersonal skills, be able to write structured and concise reports and procedures and be able to manage and lead a team effectively in a challenging environment.
Working Arrangements
This is a full-time, permanent role, 37 hours per week, which include a generous benefits package for working for Hull City Council, including the ability to work from home for part of the week, as appropriate, via hybrid working arrangements.
