Apprentice Quantity Surveyor

This is a Fixed Term Full Time Position until 31 December 2030. Interviews will take place week commencing 21 September 2026.

ROLE AND PURPOSE

Building & Design Services provide multi-disciplinary professional services for construction projects across Hull City Council’s capital programme for a wide variety of service areas and property types. As part of the Building & Design Services team, the Apprentice Quantity Surveyor role is required to:

• Support the Quantity Surveying & Project Management team by assisting more senior team members in the delivery of capital projects of any value.
• Gain experience of working as part of a design team on capital construction projects and utilise the experience to support the academic course, required by the apprenticeship role, to achieve a level 4 qualification.
• Provide a professional service and be responsible for providing professional support and advice, ensuring clients always receive a high-quality service.
• Contribute to the overall objective to provide a comprehensive and effective service, to enable it to be the catalyst for the development and maintenance of the Estate for a 21st century City, promoting the benefit of a sustainable economy, society and environment by achieving programme integration and maximisation.
• Contribute to deriving maximum outcomes from policy and to ensure the service adds value to the regeneration, economic development, operation, and environment of the City through effective delivery of allocated projects and contribution to new processes & procedures as required.
• Support sustainability in construction objectives on allocated projects and through continued professional development.
• Develop and maintain professional knowledge and skills to become an integral part of the Quantity Surveying & Project Management team and the Building & Design Services section as a whole.

PRINCIPAL ACCOUNTABILITIES:

• Assist more senior team members to carry out the Quantity Surveying role on multiple projects of all values, including:
• Cost Management - Monitor and control project costs, from feasibility stage to completion, to ensure the project is delivered within time quality and cost parameters. Assess and manage contractor, consultant and supplier costs & payments.
• Reporting - Provide regular financial reports throughout all stages, identifying variances, to ensure clients can manage internal governance procedures and carry out all necessary reporting. Present financial performance and risk updates.
• Procurement – Assessment, recommendation and implementation of procurement strategy and processes ensuring compliance with relevant procurement regulation/legislation. Production of high-quality and compliant procurement documentation. Managing the procurement process and assessing/evaluating tender returns.
• Contract Administration – Provide commercial advice and support to the Project Manager for the duration of the contract. Administer various contract types, ensuring compliance with all terms and conditions. Manage contract change as per contract mechanisms, reviewing quotations and ensuring timely submissions and agreement. Maintain excellent project records.
• Risk and Value Management - Identify, analyse, report and advise on the mitigation options for commercial risks. Contribute to the mitigation of all project risks as part of the design team and provide commercial advice on proposed actions/activities. Assist in value engineering to optimise project performance as appropriate.
• Collaboration – Liaison/communications with client key contacts, design team members, external consultants, contractors, statutory bodies, funders and elected members as required by the project and the designated discipline.
• The contribution from this role supports the service-wide requirement to:
• Establish and maintain strong relationships with other Council Client Service areas and delivery of programmes of work and significant projects in a timely manner whilst balancing environmental, social and community aspirations.
• Implementation of directed processes for customer service delivery to ensure the project team is proactive in engaging with customers/clients to ensure the service and project meets their requirements.
• Improve client area knowledge of regulatory and legislative duties and responsibilities impacting the client function, procurement processes, contractual arrangements and construction activities.
• Personal Development - The Apprentice Quantity Surveyor will be expected to be dedicated to the development of their professional skills, knowledge and obtain a level 4 qualification in Quantity Surveying as part of the apprenticeship role.
• Team Development - Promote continuous improvement, deliver demonstrable high-quality products/services and identify/communicate opportunities for improvement within the Quantity Surveying/Project Management team processes to ensure quality standards.
