We are seeking an experienced and forward-thinking finance leader to join us as Head of Corporate Finance. Reporting directly to the Executive Director of Finance, you will lead HEYCA’s corporate finance function, ensuring robust financial planning, budgeting, governance, reporting and financial control arrangements are in place to support the organisation’s ambitions. About the role
The Head of Corporate Finance is a senior leadership role responsible for leading HEYCA’s corporate finance function and supporting the Executive Director of Finance in fulfilling statutory responsibilities. You will ensure the Authority has strong arrangements for financial planning, budgeting, monitoring, reporting, statutory financial processes and internal control, providing accurate and timely financial information that enables confident decision‑making and effective stewardship of public funds. Collaborating closely with the Executive Director of Finance, Mayor, Chief Executive and senior leadership team, you will play a key role in maintaining financial sustainability, strengthening governance, and supporting the delivery of HEYCA’s strategic priorities.
- Lead the annual budget‑setting process, ensuring robust planning, challenge and high‑quality reporting
- Support the development of HEYCA’s Medium‑Term Financial Strategy and long‑term financial sustainability planning
- Oversee corporate budget monitoring and forecasting, providing clear analysis of performance, risks and opportunities
- Produce high‑quality financial reports for senior leadership, boards and governance forums
- Lead statutory financial reporting and year‑end processes, ensuring compliance and audit readiness
- Manage relationships with external auditors, ensuring timely responses and effective implementation of recommendations
- Provide oversight and assurance of grant compliance, financial claims and funding requirements
- Support treasury management activities, including cashflow monitoring, liquidity management and financial risk reporting
- Develop and improve finance systems, processes and reporting frameworks to enhance efficiency and governance
- Promote strong financial controls, accountability and financial discipline across the organisation
- Lead and develop a high‑performing Corporate Finance team, creating a culture of excellence, collaboration and continuous improvement
- Represent HEYCA’s Corporate Finance function at internal and external meetings and contribute to wider organisational priorities
About you
We are looking for a credible and experienced finance professional with a strong track record in corporate finance, financial governance and public sector financial management. You will bring:
- A professional qualification from a recognised CCAB accounting body
- Significant experience leading corporate finance functions within a complex public sector or regulated environment
- A proven track record of managing budgeting, forecasting, reporting and financial governance processes
- Experience producing high‑quality financial reports for senior leaders, boards and decision‑making forums
- Strong understanding of financial controls, audit requirements, statutory reporting and governance frameworks
- Experience supporting grant compliance and assurance requirements
- Experience driving finance process improvement and developing effective financial systems and reporting structures
- Evidence of ongoing Continuing Professional Development (CPD)
