Job Purpose
This role provides HS2 client leadership and is accountable for the management of all client functions and the leadership of the client team within the MWCC IPT Area Team, acting as delegate and deputy to the MWCC Project Client. It is responsible for discharging client responsibilities within the MWCC IPT and assuring the safe, compliant, on-time and on-budget delivery of the applicable civils delivery scope as part of the overall MWCC IPT delivery programme. The role requires a significant level of interface with MWCC and third-party stakeholders and undertakes NEC3 Project Management duties within the MWCC IPT. As a member of both the IPT Area leadership team and the Client Spine leadership team, the role supports and enables delivery, while also safeguarding client-owned risks and leading HS2 client resources within the MWCC IPT. This includes ensuring accountabilities are fulfilled and promoting a collaborative culture both within and across the MWCC IPT.
About the Role
- Responsible for discharging the duties and obligations of the NEC3 Project Manager as defined by the contract.
- Responsible for Construction Design and Management Regulations (CDM) duties as delegated by the Client Representative.
- Support establishing, monitoring and leading contract management performance for the MWCC IPT, including identification of emergent or systemic problems, leading to resolution.
- Act as the HS2 Deputy Client representative for the MWCC IPT.
- Client responsibility for reviewing and accepting programme schedules for the MWCC IPT.
- Lead and coordinate the management and mitigation of HS2 programme client owned risks within the MWCC IPT scope.
- Enable the delivery of client retained third party works (Utilities, On Network Works, and Enabling & Temporary Works) and services by managing interfaces with HS2 Client functions external to the MWCC IPT.
- To be responsible for leading for HS2 IPT Client Team (Construction & Functions) integrated within the MWCC IPT.
- Responsible for creating a collaborative culture which enables high performance by encouraging innovation and knowledge sharing both between and across HS2 and the supply-chain within the MWCC IPT.
- Responsible for the workforce plan for HS2 resources integrated in the MWCC IPT and for achieving an efficient organisation that delivers value for money.
- To lead and work with HS2 functional leaders to ensure matrixed MWCC IPT resources are appropriate, capable and performing to expected standards.
- Actively promote and embed Equality Diversity and Inclusion (EDI) in all your work, and support and comply with all organisational initiatives, policies and procedures on EDI.

- Best practice integrated programme delivery management principles within a partnership construct in a matrix client organisation.
- Applicable UK construction regulations including CDM requirements.
- Understanding the elements of a project and programme, defining cost breakdown structures and their relationship to work breakdown structures.
- Understanding the relationship between contract reporting, project cost reporting, programme and business reporting and the criticality of this to business performance.
- Understanding risk and contingency management.
Type of Experience:
- Delivering integrated infrastructure programmes of work, with multiple assets to time, costs and quality considerations.
- Leading and managing teams across organisational boundaries, in collaborative partnerships, at a senior level, with decision making accountability.
- Degree level qualification in engineering, construction or building science, commercial or project management, or the equivalent professional experience supported by an appropriate professional accreditation.
