The Programme Commercial Director will implement HS2 commercial strategy and capability, ensuring robust commercial governance and value delivery. The job holder will implement compliance and effective risk management processes in commercial activities within HS2 Ltd, the HS2 Programme and its Supply Chain. This role will mitigate commercial delivery risks, fostering collaborative partnerships across projects with suppliers and regulatory bodies that are involved with HS2. In addition, this role will develop and implement commercial management plans to deliver the outcomes and benefits HS2 has committed to for Phase 1. The Programme Commercial Director will champion best practices in commercial management and delivery, ensuring adherence to industry standards and UK employment legislation.
About the Role
- Implement the HS2 commercial strategy, ensuring alignment with overall business objectives.
- Lead the negotiation, administration, and management of complex contracts (e.g., NEC3 forms of contract) with clients, subcontractors, and suppliers, ensuring compliance, risk mitigation, and optimal commercial outcomes.
- Identify, assess, and manage commercial risks and opportunities across the delivery programme lifecycle, developing robust mitigation strategies in line with HS2 programme safety requirements.
- Cultivate and maintain strong commercial relationships with key delivery stakeholders i.e. joint venture partners, and supply chain members, fostering collaboration and effective dispute resolution.
- Drive commercial excellence in supply chain contract management, ensuring robust contract terms and performance monitoring to support HS2 programme delivery.
- Lead, mentor, and develop a high-performing commercial team, fostering a culture of continuous improvement, professional development, and adherence to best commercial practices.
- Establish and maintain a consistent approach to contract management and commercial assurance, reporting and governance across the HS2 programme.
- Provide accurate and timely commercial reporting, analysis, and insights to the Executive Team, enabling informed decision-making and strategic adjustments for railway programmes.
- Actively promote and embed Equality Diversity and Inclusion (EDI) in all your work, and support and comply with all organisational initiatives, policies and procedures on EDI.
About You
Skills:
- Ability to lead a large, multi-located commercial team in a project-based environment.
- Expert capability in identifying, assessing, quantifying, mitigating, and managing delivery commercial and contractual risks inherent in major construction projects, particularly within a regulated railway environment.
- Ability to maximise commercial value and cost in complex contracts covering multiple assets and/or geographies
- Ability to evaluate commercial opportunities and risks
- Ability to innovate and adopt new approaches, tools and technology to deliver required benefits and intended outcomes
Knowledge:
- Knowledge of commercial management practices and approaches
- Knowledge of commercial lifecycle and whole-life cost management
- Knowledge of supply chain engagement and management
- Comprehensive knowledge of commercial best practices, governance frameworks, and assurance processes applicable to multi-billion-pound infrastructure programmes, including value engineering and whole-life costing.
Type of Experience:
- Experience of leading and developing a large Commercial team for complex, major operations in the UK, Europe or globally β including capability development
- Experience of leading high value Commercial negotiations in a major infrastructure project or programme.
- Demonstrable experience in proactively managing commercial risks and identifying opportunities within highly regulated and safety-critical environments, such as the UK railway.
