Base salary: £84300 pa to £112987 pa depending on skills and experience. In addition, we offer a flexible benefits fund of 20% which is paid on top of the base salary and is fully pensionable, as well as a range of competitive benefits.

As the Head of Project Controls, you will be responsible for developing and integrating the project baseline across scope, time, cost, risk and quality for a number of development and delivery areas of the HS2 Programme. The role will develop strategic insight on performance and trends to support senior leaders across HS2 and the Supply Chain in making trade-off decisions that best ensure the delivery of programme benefits.
About the role:
- To be responsible for owning the development and maintenance of an integrated baseline across scope, time, cost, risk and quality for a number of development/delivery areas, providing strategic insight on inter-dependencies, trends and performance, along with providing subject matter expert advice to senior leaders in managing the successful delivery of the HS2 project.
- To be accountable for ensuring adherence with Programme Management Office (PMO) and Project Controls policies, processes and standards across a number of development and delivery areas of the HS2 Programme.
- To be responsible for leading and coordinating project controls activities within the supply chain, portfolio, projects or contracts to assure the accuracy and quality of cost, risk and schedule information being captured.
- To be accountable for promoting and applying consistent approaches towards project controls across the Portfolio and contracts and leading the assurance of Project Controls Data across a portfolio or project.
- To be responsible for supporting, challenging and influencing senior leaders across HS2 and the Supply Chain to ensure ‘best for HS2’ decisions and be accountable for holding the supply chain, development and/or delivery areas to account, working with leaders across HS2 and the supply chain to highlight trends and performance insights.
- To be responsible for providing strategic analysis of the data and reports submitted and to provide insights and trends on performance, risks to support decision making and to provide periodic project performance updates to the key senior stakeholders, with strategic insights and trends to support development and delivery trade-off decisions.
- To be responsible for managing the periodic correlation of schedule, cost, quality and risk to drive expedient programme delivery and manage performance.
- To be responsible for owning and managing risks across a portfolio of projects, leveraging Subject Matter Expert (SME) advice and technical knowledge from specialists in responding to project delays, issues and other challenges across a number of development and delivery areas.
- To be responsible for leading and coordinating the change management process, ensuring impacts to the baseline are effectively assessed and managed.
- To be responsible for managing and coordinating dependencies across a number of delivery areas, ensuring baseline and delivery integration.
- To be accountable for leading the coordination and communication of the Period reporting cycle ensuring compliance with the reporting life cycle and undertaking self-assessment of procedural compliance and sharing lessons, best practice within the Project Controls community.
- To be responsible for providing functional line management, performance management and objective setting support to direct reports.
- Actively promote and embed Equality, Diversity and Inclusion (EDI) and support and comply with all organisational initiatives, policies and procedures on EDI.

Knowledge:
- Knowledge of the core Project Controls disciplines, including Schedule Management, Cost Management, Change Management and Risk Management.
- Knowledge of baseline development and maintenance of baselines on a programme.
- Knowledge of the Project and Commercial Management principles including understanding of cost delivery, schedule targets.
- Understanding of NEC contracts, amendments, early warning notices and the workflows of communications between contractor and client.
Type of experience:
- Experience in leading large project controls teams on large projects/programmes within a complex delivery programme.
- Demonstrable experience in the core project controls functions, including baseline maintenance, schedule management, cost performance, change management, risk management and performance reporting.
- Experienced in the management and control of key Project Controls systems (e.g. Primavera P6, Prism, CEMAR, etc.).
- Experience of facilitating and administering performance reviews and presentations with senior stakeholders.
- Experience of managing and/or influencing governance forums including partnering boards, collaboration boards, local/regional political stakeholders and Joint Venture partner boards.
