Balfour Beatty VINCI is working with a range of organisations to design and build 90km West Midlands stretch of HS2 – Britain’s new high speed railway. Our work is essential to enable HS2 trains to travel between London and Birmingham as well as continue their journey up to Manchester. It’s an incredibly exciting time to join us – we’re at peak construction with work really ramping up on a broad range of assets including bridges, tunnels and viaducts. Plus you’d join 9,000 people across 72 nationalities working on this exciting section of HS2 across the region.
We currently have an exciting opportunity to join our team as a Senior Supply Chain Manager within the Procurement Function. This role will be based on site in Birmingham,with ad-hoc travel to Old Oak Common, BBV Sub-Lots, HS2 offices, Supply Chain and other stakeholders as required.
Role Purpose:
- To lead the strategic direction of HS2 Major Projects Supply Chain Management (BBV -Main Works Civils Area North JV and BBVS – Old Oak Common station JV) and to deliver Project objectives
- To deliver the Supply Chain Management Strategy for BBV and BBVS which supports Project Wide Procurement and supply chain engagement activity, and as applicable the integration with the Hs2 Main Works Civil Contractors MWCC and Stations Collaborative Procurement Hub
- To maintain value adding, engaging, effective relationships with stakeholders through regular, transparent two-way communication, and to collaborate with supply chain, HS2, MWCC, HS2 BBV Construction Family and Parent Company organisations
- To deliver best value through developing sustainable supply chain relationships that deliver exemplary value; managing supplier engagement through robust procurement processes as well as challenging all aspects of the cost base ensure efficient delivery.
- To progress the delivery of a best-in-class Supply Chain Strategy that drives the key priorities of Strategic Alignment (with Balfour Beatty, Vinci, BBV JV, BBVS JV and HS2 strategies), Core Operational Excellence (Subcontractor Excellence and Supplier Relationship Management, Supply Chain Development and Performance Measurement), Delivery of Customer Priorities, Feedback, Learning and Continuous Improvement
Role Responsibilities
- Implement and maintain a Supply Chain Management Strategy for BBV and BBVS
- Drive collaborative procurement and take the lead on Programme wide initiatives and specific areas of risk or opportunity for BBV and BBVS including participation in the development of the HS2 and BBV/BBVS Meet the Contractor Events
- Manage driving targets and achievement within the Construction Family and relevant Strategic Suppliers of key contract deliverables
- Development of Supply Chain Management procedures and policies and measuring performance against targets
- Enhance and develop digitisation and further improvement of reporting and automation across Procurement & Supply Chain Procedures
- Develop and drive performance through a Supply Chain Management Dashboard, containing KPIs, milestones, market intelligence and Risks associated with relevant topics such as:o Supplier Relationship Management o Supply Chain Development o 360 Supply Chain Performance Management (including key metrics around behaviours and collaboration) o Supply Chain Risk Management o Lean workshops/ Process Improvement o Delivery of Economic, SHE and Legacy benefits (SME, Local and EDI agenda)
Experienced required
- This role requires substantial project procurement and supply chain management experience and evidence of delivering successful collaborative projects with sub-contractors and suppliers.
- A credible leader who can comfortably adapt style to teach, coach, mentor or delegate, as appropriate.
- Evidence of the ability to influence to win hearts and minds, whilst focussing on exceeding service expectations by delivering an agile, value adding service, with a deep understanding of stakeholder requirements, technical competence, functional knowledge, and process efficiency.
- Demonstrable stakeholder management skills and effective communicator who can interact with stakeholders at all levels, both internally and externally and influence results and outcomes. Proven ability to develop, maintain and leverage value from an extensive internal and external network and build highly productive working relationships
- Evidence of having developed and implemented change programmes and new ways of working.
- A proven track record within strategic sourcing, managing supplier relationships, negotiation, process compliance, leading complex sourcing activities and supplier integration into project teams. The role will require excellent analytical skills, strong commercial awareness, a measured approach to decision making and the ability to ensure best value procurement.
- Experience of supply chain management within Construction and Civil Engineering, particularly in Major Projects is desirable but not essential
- Emotional intelligence and ability to effectively challenge current thinking and norms to drive improved collaborative behaviour
- Experience of working with the supply chain to deliver the right culture and behaviours
- An understanding of legal frameworks and contract law is essential
- Demonstrable analytical skills, numerically astute with well-developed problem-solving abilities
- Results Driven -demonstrates a passion and excitement for their work with the ability to plan and deliver against bid / project milestones. Tackles problems head-on and works to resolve them without delay
- MCIPS qualification or degree is desirable.

About Balfour Beatty VINCI
Balfour Beatty VINCI is a long-established joint venture between two powerhouses for the delivery of critical infrastructure across rail, transport and other iconic projects in the UK and beyond. We started working together over 30 years ago to deliver the Channel Tunnel, as members of the TransManche Link consortium. In the Midlands, it is Balfour Beatty VINCI’s role to design and build the route, ready for tracks and signalling to be installed. Our work with HS2 Balfour Beatty VINCI have been awarded a 90km section of the HS2 project from Long Itchington in Warwickshire to the centre of Birmingham and then on to Handsacre in Staffordshire.
Overall, we will be building the following across all our sites:
• 9.3km of viaducts
• 2 twin bore tunnels and 2 cut and cover tunnels
• 28 underbridges and 11 underpasses
