Salary: £54,878pa to c.£64,562pa depending on skills and experience. In addition, there is a flexible benefits fund of 20% which is paid on top of base salary and is fully pensionable, as well as a range of competitive benefits. See Benefits section on our website.

About the role

The Fraud & Investigations Manager is responsible for leading the investigations function. This includes managing the entire investigation process from receipt of allegations through the investigative cycle to recommending actions in a timely manner, while ensuring compliance with relevant regulations. The manager also helps prevent fraud by establishing clear reporting channels, addressing fraud, bribery, corruption, and overseeing contractor ethics.

Responsibilities

  • Manage the investigations team, including resource allocation, direction, caseload management, recruiting, training, supervising investigators, assigning cases, setting priorities, and providing guidance to ensure investigations are conducted effectively and efficiently.
  • Oversee the investigation process from allegation or whistleblowing case through allocation, recording, review of completed cases and proposed closure, ensuring thorough, objective and compliant investigations.
  • Maintain provision of and access to qualified investigators meeting Government Standards; facilitate ongoing professional development and stay updated on industry best practices.
  • Manage reporting routes for staff, contractors, and the public regarding fraud, bribery and corruption; establish clear reporting channels and ensure prompt assessment and triage of incoming reports.
  • Oversee counter-fraud, bribery and corruption training for relevant stakeholders.
  • Oversee Tier 1 contractors\’ business conduct to ensure compliance and ethical behaviour, including monitoring contractor activities, reviewing compliance programs and conducting due diligence to mitigate risks.
  • Ensure the operation of the whistleblowing facility is proper, accessible and investigated appropriately; maintain a user-friendly system for prompt review of allegations.
  • Manage non-fraud (business ethics) investigations on behalf of other departments (e.g., IT policy breaches and harassment).
  • Actively promote and embed Equality, Diversity and Inclusion (EDI) in all work and support organisational policies and procedures on EDI.

About You

  • Investigative analysis: interpret and evaluate information from investigations and provide recommendations regarding offences/breaches.
  • Business ethics and conduct: manage multiple investigations in a changing environment.
  • Reporting: produce and present information to various stakeholders autonomously, tailoring for different audiences.
  • Stakeholder management: build relationships with internal and external colleagues; manage conflicts and conduct difficult discussions/interviews.
  • Communicating and influencing: conduct difficult discussions/interviews and close matters promptly.
  • Leadership: set direction and priorities, enable delivery through others, anticipate obstacles and ensure accountability.
  • Development: coach colleagues and deliver fraud awareness training for broader audiences.

Knowledge

  • Professional accreditation in a fraud discipline (e.g., CFE, PIP Level 2, ACFS – Expert).
  • Knowledge of relevant civil/criminal law.
  • Knowledge of procurement/contract management processes and related fraud risks, controls and investigation techniques.
  • Knowledge of property/land fraud risks and mitigation.

Experience

  • Demonstrable experience operating in a matrix management environment.
  • Experience in a corporate fraud investigation environment.
  • Experience conducting complex fraud investigations, particularly related to procurement and contract fraud in large corporates.
  • Experience giving evidence at Crown Courts, tribunals and disciplinary hearings.
  • Experience detecting and investigating complex fraud involving procurement/contract fraud.
