Job Description

Base salary: £35,244pa to c.£41,464pa depending on skills and experience. In addition, we offer flexible benefits fund of 15% which is paid on top base salary and is fully pensionable, as well as a range of competitive benefits - check them out in the Benefits section on our website.

The IT Vendor & Performance Analyst supports day‑to‑day implementation of HS2’s IT vendor strategy to drive performance across the supply chain and meet IT and business objectives. The role conducts portfolio management activities for HS2’s IT vendor landscape, ensuring that value is delivered through execution of third‑party supplier relationships. This role also has accountability for managing operational transactions, including but not limited to purchase orders, invoicing, invoices and recharges.

About The Role

  • Responsible for execution of operational transactions for the IT budget. This includes purchase orders, invoicing, accruals, invoices, journals, recharges, identification of spend to be capitalised on the balance sheet
  • Conduct ongoing market research to support vendor strategy and sourcing strategy development
  • Apply appropriate procedures, methodologies and tools to manage the entire existing IT supplier contract portfolio, ensuring recommendations are made in due time to relevant forums for renewal, cessation, extension, or new demand.
  • Support ongoing vendor engagement with a view to simplify, lower the cost, and deliver better value for the IT contract portfolio.
  • Support in maintaining a new vendor demand pipeline in collaboration with IT stakeholders, making recommendations for action where appropriate.
  • Support collation of required financial data and reports for analysis and to facilitate decision‑making.
  • Support the monitoring of information quality and ensure information provided is suitable for analysis and controlling, managing, and recording IT costs.
  • Support preparation of operational planning data for single and multi‑year financial planning. Provide IT requirements to Corporate Procurement and Contract Management to be executed in line with HS2 corporate guidelines
  • Actively promote and embed Equality Diversity and Inclusion (EDI) in all your work, and support and comply with all organisational initiatives, policies and procedures on EDI.

About You

  • Continual service improvement. Ability to analyse current processes, identify and implement opportunities to optimise processes, and lead and develop a team of experts to deliver service improvements.
  • Stakeholder Management. Ability to build and manage strong relationships, as well as influence internal and external stakeholders
  • Collaboration. Ability to work collaboratively both within IT and with Directorates outside of IT in relation to operational transactions.
  • Data analysis. Analysing data to provide useful management information to key stakeholders using relevant tools.
  • Service reporting. Ability to effectively use data analytics to showcase business performance.
  • Portfolio Management. Ability to manage a portfolio of IT vendors and contracts in order to deliver better value to the business

Knowledge

  • Basic knowledge of policy, legislative, regulatory, and operational constraints, adapting technology where needed.
  • Knowledge of procurement frameworks, issues, risks, governance, compliance, and assurance.
  • Knowledge of standard SLAs and vendor contracts
  • Understanding of the business product environment, and its impact on supplier contract management
  • Some knowledge of the industry and functional areas

Type Of Experience

  • Experience of using IT frameworks and procedures
  • Experience of commercial, partner, vendor, or supplier management where governance, quality and compliance criteria has been met, in a similar sized company to HS2
  • Experience working in a complex, multi‑vendor environment
  • Experience in managing a portfolio of vendors and vendor contracts with a view to optimizing value to the business
