The predicted salary is between 40500 - 49500 £ per year.

Base salary: £79035 pa to £92982 pa depending on skills and experience. In addition, we offer a flexible benefits fund of 20% which is paid on top of the base salary and is fully pensionable, as well as a range of competitive benefits.

As the Head of Systems & Tools you will be accountable for the efficient and effective operation of the Project Controls department through the use of IT systems and the data integrity of data produced via these systems.

About The Role

  • To be the Super Users of Project Control IT systems that enable the effective use of the PC software applications by the PC user base.
  • As Super Users set up the systems to permit appropriate user access rights to minimise the risk of users inadvertently editing or accessing data outside of their business need.
  • Implement approved changes to the Baseline data held in the PC systems, ensuring synchronised changes in PC systems to support data quality adherence on a monthly basis.
  • To be responsible for the maintenance through approved change of all Project Control data structures and their correlation including but not limited to Work Breakdown Structure and its relation to the Asset Breakdown Structure, Organizational Breakdown Structure, Cost Breakdown Structure, Contract Breakdown Structure, and Railway Commissioning structure.
  • Define and own the Performance Measurement Cycle.
  • Define how the Baseline data will be held in the systems to secure it against unapproved changes in conjunction with functional leaders.
  • To be accountable for delivering and implementing systems support, guidance, training and subject matter expertise to the PC system users.
  • To be responsible for implementing the data flow between Project Controls Systems and maintain the data integrity (consistency and quality).
  • To be accountable for the consistency of Project Controls Management System Process and Procedures with the Requirements for Project Controls systems.
  • Act as the central co-ordinator to collect, and thereafter manage, user feedback on system defects, new feature requests etc., acting as the single point of contact with the IT Department.
  • To be accountable for new PC system and business requirement roll out.
  • To be accountable for ensuring user roles and rights are maintained across all Project Controls systems, within the license limits as managed by the IT Department.
  • Implement approved changes into relevant Project Controls Systems consistent with the approved change and the Change Control Management System procedures.
  • To be responsible for ensuring that data submitted from the HS2 supply chain is captured for inclusion into PC systems.
  • To provide analysis and reporting system capability for PCD for exceptional use reports and analysis as requested by PC functions.
  • Ownership for System Management Plan, Operations Management, Data Process Management and Governance.
  • To be responsible for the financial management of PC systems budgets contributing to the effective financial planning and control of the PMO budgets.
  • Actively promoting and embedding Equality, Diversity and Inclusion (EDI) in all your work and supporting and complying with all organisational initiatives, policies and procedures on EDI.

  • Clear Direction - Defining and prioritising objectives, analysing inputs, assessing and interpreting data, defining strategies and supporting rationales.
  • Complex problem solving - identifying complex problems; reviewing, analysing and interpreting a wide range of data to develop and evaluate options and implement solutions.
  • Prioritisation - able to manage and plan multiple workstreams and the competing demands of stakeholders.
  • Decision Quality - Gathering and synthesising information, identifying options and applying judgement based on logic and reason, making use of a variety of analytical approaches to provide relevant information to suppliers, stakeholders and decision makers using key facts and data.
  • Communication and influencing skills, with the ability to engage and influence colleagues and external stakeholders at all levels, including the Board and Senior Executives.
  • Ability to prepare detailed technical documentation and training material.
  • Ability to effectively manage project controls systems.

Knowledge

  • Knowledge of the operation and integration of Project Controls Systems (Planning e.g. P6, Cost Management e.g. Contruent (Prism) / Hexaware Ecosys / Deltek Cobra, Risk tools e.g. Xactium / Active Risk Manager, Reporting e.g. Power BI etc.).
  • Knowledge of the core Project Controls disciplines and how they interrelate.

Type Of Experience

  • Experience of initialising PC systems for effective user use in a large organisation for a large project.
  • Experience of the required data field flow between PC systems to support EVM, and data quality and consistency.
  • Experience of operating effectively as a senior leader, undertaking significant value programmes of work which are subject to external scrutiny.
  • Experience of leading and developing a team within a major project or programme.
  • Recognised and relevant professional qualification, including APM (Association for Project Management).
  • Experience of Requirements capture and Requirements expression, and User Acceptance Testing (UAT).
