Job Description

Base salary: £84,300 to £112,987 per annum, depending on skills and experience. Additionally, a flexible benefits fund of 20% of base salary, fully pensionable, is provided. HS2 Ltd promotes inclusion and offers flexible working, professional development and a supportive environment.

About The Role

  • Own the development and maintenance of an integrated baseline across scope, time, cost, risk and quality for multiple development and delivery areas.
  • Provide strategic insight on inter‑dependencies, trends and performance to senior leaders, supporting trade‑off decisions.
  • Ensure adherence to Programme Management Office (PMO) and Project Controls policies, processes and standards.
  • Lead and coordinate project controls activities within the supply chain, portfolio, projects or contracts, guaranteeing accuracy and quality of cost, risk and schedule information.
  • Promote consistent approaches to project controls across the portfolio, ensuring data integrity.
  • Support, challenge and influence senior leaders across HS2 and the supply chain to make decisions that deliver the best for HS2, holding the supply chain to account.
  • Provide strategic analysis of data and reports, delivering insights and trends on performance and risk to support decision‑making.
  • Manage the correlation of schedule, cost, quality and risk to drive efficient programme delivery and performance.
  • Own and manage portfolio‑wide risks, leveraging SME advice and specialist knowledge to address delays and issues.
  • Lead and coordinate change management, assessing and managing impacts on the baseline.
  • Co‑ordinate dependencies across delivery areas, ensuring baseline and delivery integration.
  • Lead communication of period reporting cycles, ensuring compliance with the reporting life cycle and sharing lessons and best practice.
  • Provide functional line management, performance management and objective setting support to direct reports.
  • Actively promote and embed Equality, Diversity and Inclusion (EDI) and support organisational EDI initiatives.

Knowledge

  • Core Project Controls disciplines: schedule, cost, change and risk management.
  • Baseline development and maintenance on programmes.
  • Project and commercial management principles, including cost delivery and schedule targets.
  • Understanding of NEC contracts, amendments, early warning notices and contractor‑client workflows.

Type of Experience

  • Leading large project controls teams on complex programmes and managing multi‑discipline teams.
  • Demonstrable experience in baseline maintenance, schedule management, cost performance, change and risk management, and performance reporting.
  • Experience with key Project Controls systems (e.g., Primavera P6, Prism, CEMAR).
  • Facilitating performance reviews and presenting to senior stakeholders.
  • Managing and influencing governance forums, including partnering boards and joint venture partner boards with delegated decision‑making powers.
