The predicted salary is between 91000 - 122026 € per year.

Location: Birmingham or London. Base salary: £91,000‑£122,026 per annum, depending on skills and experience. In addition, we offer a flexible benefits fund of 20% paid on top of the base salary, which is fully pensionable, and a range of competitive benefits.

This role is responsible for the successful delivery of all corporate and indirect procurement, contract management and the management of commercial policies, processes and reporting. It requires visible and effective leadership across the procurement function, fostering talent development and a collaborative, high‑performance culture. By building strong relationships with internal stakeholders and the supply chain, the Delivery Procurement Director will drive exceptional supplier performance and support the successful delivery and long‑term legacy of HS2.

  • Lead HS2 Ltd.’s corporate procurement team and external resources in response to business remit and programme needs.
  • Develop and implement procurement and commercial strategies and category management to ensure value for money for taxpayers and stakeholders.
  • Ensure compliance with corporate policies and processes across the corporate and indirect procurement team.
  • Lead procurement of frameworks and major contracts for professional services or other corporate requirements under the Procurement Act 2023 or existing government frameworks.
  • Facilitate the development of HS2 Ltd.’s relationships with suppliers, central government and other stakeholders, including local enterprise partnerships, chambers of commerce and local authorities.
  • Oversee contract management once contracts are awarded, ensuring robust audit trails and compliance with statutory requirements and government policies.
  • Deliver value for money and ensure contracts are awarded to the most advantageous suppliers.
  • Ensure assurance and compliance of procurement and commercial policies, processes and standards across all teams.
  • Create a world‑class procurement function recognised by suppliers and other organisations.
  • Oversee procurement and contract authorities in accordance with delegated authorities.
  • Embed a safety culture and ensure Health & Safety requirements are included in all contracts.
  • Oversee the delivery of the EDI strategy across HS2 Ltd and its supply chain.
  • Actively promote and embed Equality, Diversity and Inclusion (EDI) in all work and support organisational initiatives.

Qualifications

  • Strong commercial acumen and advanced negotiation skills to secure optimal value, manage risk and deliver sustainable outcomes across complex procurement portfolios.
  • Proven ability to procure complex and high‑value works, goods and services, selecting appropriate procurement routes in line with regulatory thresholds, risk profiles and market conditions.
  • Expert knowledge of central government procurement policies and regulations, ensuring full compliance while driving efficient, commercially sound delivery.
  • Skill in influencing senior internal and external stakeholders, including government departments, to align objectives and drive impactful results.
  • Experience leading and developing high‑performing teams that consistently deliver customer‑focused solutions and measurable outcomes.
  • Strong strategic thinker with effective communication and confident leadership in complex, challenging environments.
  • Advanced negotiation skills in contract terms, relationship management and dispute resolution, safeguarding programme interests and fostering partnerships.

Required Experience

  • Procurement, deployment and use of procurement IT systems.
  • Managing complex stakeholder groups with competing objectives.
  • Corporate procurement, contract management, supply chain and supplier relationship management, and policy development.
  • Operating in a commercial environment, undertaking high‑value, high‑volume, high‑profile procurements.
  • Leading commercial negotiations.
  • Leading significant‑sized teams and senior procurement staff on works and services procurements.
  • Leading procurement from planning to delivery stages within major UK projects (infrastructure, rail, airports, highways).
  • Operating at strategic levels of procurement, leading high‑value major projects.
