What we're looking for: We are seeking an experienced Treasury Compliance Manager to oversee compliance activities within our insurance treasury operations. This role will ensure adherence to UK insurance regulatory requirements, internal policies, and industry best practices while supporting the organisation's investment portfolio management and liquidity requirements.
What you'll be doing:
- Compliance Oversight
- Develop, implement, and maintain compliance frameworks for insurance treasury operations, including investment portfolio management, cash management, reinsurance collateral, and derivative hedging programmes.
- Monitor Financial Conduct Authority (FCA) regulations affecting treasury and investment activities.
- Conduct regular compliance reviews and audits of treasury processes, investment transactions, and regulatory reporting.
- Oversee compliance with own risk and solvency assessment (ORSA) requirements and help to maintain adequate capital buffers.
- Policy and Procedure Management
- Design and update treasury and investment policies in alignment with FCA regulations and organisational objectives.
- Ensure investment policy statements comply with the prudent person principle and regulatory investment requirements.
- Document compliance processes and maintain comprehensive procedure manuals for regulatory reporting requirements.
- Establish key risk indicators (KRIs) and compliance metrics to monitor investment concentration limits, quality standards, asset diversification, and look-through requirement.
- Risk Management
- Identify, assess, and mitigate compliance risks within insurance treasury and investment operations.
- Collaborate with internal audit, legal, SOX and enterprise risk management teams to address compliance gaps.
- Monitor asset‑liability management (ALM) compliance and matching adjustment portfolio requirements.
- Develop and execute remediation plans for identified compliance deficiencies, including PRA supervisory findings.
- Training and Communication
- Provide compliance training and guidance to treasury staff on UK insurance regulatory requirements.
- Serve as the primary point of contact for PRA supervision visits and regulatory inquiries related to treasury activities.
- Prepare compliance reports for senior management, board investment committee, and insurance regulators.
- Coordinate responses to FCA information requests, thematic reviews, and regulatory data submissions.
- Foster a culture of compliance awareness across the organisation.
- Systems and Controls
- Evaluate and enhance controls within treasury management and investment accounting systems.
- Ensure accurate preparation of Solvency II regulatory returns, including QRTs (Quantitative Reporting Templates) and narrative SFCR submissions.
- Participate in system implementations and upgrades to ensure compliance with Solvency II and UK GAAP/IFRS reporting requirements.
- Conduct periodic testing of controls to verify effectiveness and accuracy of regulatory filings.
What qualifications we're looking for:
- Bachelor's degree in Finance, Accounting, Business Administration, or related field preferred.
- 5-7 years of experience in insurance treasury, Corporate treasury, compliance, or regulatory reporting within the UK insurance sector.
- Strong understanding of Solvency II requirements, FCA regulations, and UK insurance investment compliance.
- Experience with insurance investment portfolio management and asset‑liability management principles.
- Professional certification such as CFA, ACII, CISI, ACA/ACCA, or similar credential preferred.
- Familiarity with Solvency II reporting tools and investment accounting platforms.
