Hybrid (remote and on‑site - Westminster, London) The Parliamentary Digital Service is looking for a Senior Digital Initiatives Manager to help shape and drive Parliament’s digital future. This is a unique opportunity to work at the heart of UK democracy, partnering with senior stakeholders across both Houses to deliver impactful digital, data and information initiatives that improve how Parliament operates.
In this role, you will lead strategic initiatives that unlock value from technology, helping teams across Parliament identify challenges, shape innovative solutions, and embed new ways of working. You will use data‑driven insight, systems thinking, and strong stakeholder engagement skills to influence complex decisions and support the delivery of Parliament’s Information and Digital Strategy.

You will bring excellent communication, collaboration and organisational skills, with the ability to build effective partnerships and motivate teams to deliver meaningful change.
This role would suit someone with experience in digital transformation, service design, delivery, analysis, technology, or user‑centred design, combined with a strategic mindset and a strong focus on delivering value through digital innovation.
Responsibilities- Shaping large‑scale packages of work, identifying key areas of insight and challenge; leading targeted initiatives alongside teams in PDS and Parliament more widely to realise greater value from the use of digital, data and information.
- Primary accountability for implementing strategic priorities for Parliament and for PDS, including the Information and Digital Strategy, and CIO review.
- Analysing and understanding complex, sensitive data from a range of sources to develop evidence‑based solutions to organisational challenges.
- Driving outcome‑focused delivery, providing challenge, and improving processes where they impact on Parliament’s use of digital.
- Balancing workload across multiple workstreams and working with multiple cross‑functional teams towards shared goals that impact Parliament’s use of information, data, and digital.
- Strong systems thinking and problem solving, with strong analytical skills and the ability to draw key insights from various data sources and develop evidence‑based proposals.
- Strong interpersonal skills with the ability to establish positive working relationships and influence people at all levels within the organisation; able to mediate between people with different perspectives and manage stakeholder expectations.
- Experience of working in complex organisational environments and delivering at pace, and able to manage and adapt to ambiguity and uncertainty.
- Excellent written and verbal communication skills with the ability to present complex information clearly and effectively in appropriate styles at all levels.
- Ability to assemble, develop and motivate a multi‑disciplinary team to deliver, whilst upholding the values of equality, diversity, and inclusion.
- Demonstrable experience of a broad range of skills relevant to supporting organisations in using technology more effectively (for example, service design, business analysis, technology expertise, change management or Parliamentary organisational knowledge).
- The ability to pass security clearance, backed by the right to work in the UK.
The Digital Value Team exists to support Parliament in realising the full potential of using digital, data and information in its ways of working. It is here to support teams across PDS and both Houses to help get greater value from digital, in particular through delivery via the Information and Digital Strategy, implementation of the CIO’s review, and use of strategic insights to identify cross‑cutting and systemic barriers preventing that value realisation.
