We are currently looking for a Learning and Development Specialist to join us in a pivotal role to support, design and deliver a range of technical and managerial excellence training. The Regulator of Social Housing (RSH) regulates for a viable, efficient, and well‑governed social housing sector able to deliver quality homes and services for current and future tenants. We do this by setting standards and carrying out robust regulation, taking appropriate action where needed.
This is an exciting opportunity to help us shape our training delivery and to ensure that our staff are equipped with the right skills to help take the Regulator forward.
About the role
As an experienced training specialist, you will support, design and deliver existing and new training interventions in person, digitally, and virtually. You will work with subject matter experts to craft training, delivering it in the most effective way for our operational audiences, and expanding learning and joint delivery when training in specific technical areas.
You will help develop the managerial excellence programme, enhancing management capability across the organisation and delivering interventions that embed learning. You will facilitate and support information sharing, advise on best practice, and develop strong relationships with key stakeholders to further skills development. You will be brought up to speed on a variety of modules for delivery across the Regulator, ultimately creating a learning library for staff to up‑skill, including new staff who need to assimilate into the Regulator’s ways of working.
About you
You will have strong experience of designing, developing, delivering and evaluating training, and a track record of building working relationships to deliver meaningful training interventions and offering learning consultancy where required. You will be comfortable managing stakeholder expectations in a regulatory environment, possess strong communication skills, and be able to facilitate training and discussion groups.
A proven track record of designing impactful learning suitable for a hybrid audience at all levels of seniority will be required. Experience in digital learning design and practice is essential. Having previously designed and delivered a variety of management/technical training, you will be able to suggest modern ways of working to enhance best practice. Your ability to balance delivery and consultancy will support accurate diagnostics and recommendations. Regular travel, including occasional overnight stays, will be required.

Location
The role can be based out of any RSH Manchester office. The Manchester office will relocate within the city centre during 2026/27, and the role involves travel within England between our offices.
