Housing 21 is seeking an experienced and strategic development leader to join the organisation as Director of Development & Delivery. Reporting to the Deputy Chief Executive Officer, this is a pivotal executive leadership role responsible for overseeing Housing 21’s national development and construction programme, delivering up to 600 new homes per annum across England.
With a secured development pipeline and a strong partnership with Homes England, this role offers the opportunity to lead a high-performing team, shape future development strategy and ensure the successful delivery of high-quality Extra Care and Retirement Living communities that make a lasting difference to residents’ lives.
About the Role
As Director of Development & Delivery, you will provide strategic direction and oversight across Housing 21’s development and construction functions. You will lead the delivery of a significant national programme, ensuring projects are completed safely, efficiently and to the highest standards of quality, ensuring they reflect customer requirements.
You will work closely with colleagues in corporate and operational roles, Board members, Homes England and delivery partners, providing assurance through robust governance, performance reporting and risk management. The role combines strategic leadership, commercial acumen and operational delivery, requiring an individual who can balance long-term planning with effective programme execution.
Key Responsibilities
- Lead Housing 21's national development and construction programme, delivering up to 600 homes per annum across a substantial and established pipeline.
- Provide strategic leadership across development, construction delivery and new business activity, ensuring schemes are delivered safely, on time, within budget and to the highest quality standards.
- Review and evolve Housing 21's development strategy, working closely with residents, operational teams, consultants and stakeholders to support long-term growth objectives.
- Act as the senior relationship lead with Homes England, ensuring compliance with funding requirements, audit processes and programme reporting while maximising future grant opportunities.
- Take overall responsibility for programme performance, governance, risk management and regulatory compliance, providing assurance to the Executive Team, Board and Committees.
- Lead negotiations on development agreements, construction contracts and consultant appointments, ensuring robust commercial decision-making and effective procurement strategies.
- Oversee business cases, appraisals and investment proposals, providing expert advice on development viability, construction risk and delivery strategy.
- Drive continuous improvement in design quality, technical standards and product innovation, ensuring developments meet evolving customer needs and regulatory requirements.
- Build and maintain strong relationships with contractors, developers, local authorities, consultants and other strategic partners to support successful programme delivery.
- Lead, develop and motivate a high-performing national team, strengthening capability, succession planning and resilience across the function.
- Promote a culture of collaboration, accountability and delivery excellence, providing stability and leadership through a key period of organisational transition.
About You
You will bring:
- A significant track record of leading large-scale, multi-million-pound residential development and construction programmes.
- Experience delivering complex apartment-led or residential schemes.
- Strong commercial, contractual and procurement expertise.
- Experience presenting to Boards, Committees and senior stakeholders.
- A sound understanding of development governance, risk management and regulatory compliance.
- Experience managing strategic relationships with Homes England or similar funding bodies.
- Exceptional leadership, stakeholder management and negotiation skills.
