Learning and Organisational Development Partner

House of Lords - HR Office

BELONG HERE. TOGETHER, WE MAKE PARLIAMENT HAPPEN.

As a Learning and Organisational Development Partner, you'll play an important role in supporting the UK's parliamentary democracy. Your work will help staff of the House of Lords carry out their responsibilities effectively - contributing to something bigger than any one role.

You'll be part of a collaborative community, working alongside colleagues from a wide range of professions. Together, we make Parliament happen.

You'll be based on the Parliamentary Estate in Westminster - a unique working environment shaped by history and powered by the people who work here today.

What you'll be doing

In this role, you'll:

  • Lead and manage learning and organisational development projects, including project scoping and definition, stakeholder engagement and management, delivery, reporting, and evaluating the effectiveness and impact of interventions.
  • Work closely with cross-functional teams, including HR Business Partners, to ensure staff and teams receive the development support they need and that services are joined-up and coordinated. This includes working in partnership with a designated client group of Heads of Office to identify and respond to local learning and OD needs.
  • Work in partnership with the Inclusion & Diversity team to design and deliver a range of development opportunities that support a diverse and inclusive working environment and a values-led culture.
  • Design and implement effective processes to gather feedback and evaluate the impact of learning and development on organisational performance, analysing outcomes and proposing improvements where required.

What we're looking for:

We're looking for someone who can bring their skills and experience to make a meaningful contribution here.

You'll have:

  • Experience of providing proactive learning and organisational development support that helps enable organisational change and supports the delivery of key priorities.
  • Experience of designing and implementing learning, OD strategies and interventions that contribute to improved organisational performance.
  • Ability to lead projects end to end, with experience of supporting effective delivery, engaging stakeholders positively and using evaluation to inform continuous improvement.
  • Experience of working in partnership with HR Business Partners and leaders to support inclusive development, build capability and encourage a coaching and continuous development culture.

It would be even better if you have (or are willing to learn):

  • Specialist qualifications in Organisational development and design.
  • Knowledge of HR and learning systems.
  • Qualifications in coaching or team development tools.

For full details, please see the job description.

What you can expect:

You'll be part of a community that values your wellbeing, supports your development, and recognises the contribution you make.

You'll benefit from:

  • 30 days annual leave (rising to 35 after one year), plus public holidays.
  • A generous Civil Service pension.
  • Access to learning and development across a wide range of roles and professions.
  • Support for your health and wellbeing.
  • The opportunity to be at the heart of UK parliamentary democracy.

We know flexibility matters. Wherever possible, we'll support working patterns that work for you - including hybrid working, job share or adjusted hours. We'll be open about what's possible for this role.
