We are looking for a Head of Operational Performance to join our Committee Office at the House of Lords. This is an exciting new role which is being introduced to oversee and improve our Committee operations, processes and logistics. You’ll be responsible for creating and being accountable for a new Committee Operations team who will deliver operational support, maintain and develop the office’s policy framework, and oversee key governance work for our busy committees and office.

This is an opportunity to work on a hybrid basis where you will be expected to work on-site at Parliament for at least two days a week, dependent on business need. This is a good opportunity for someone who enjoys working in leadership roles, building strong working relationships with a variety of individuals and can use their sound judgement and analytical skills to determine improved ways of working and resolve problems.

You’ll be accountable for:

  • Leading the development of effective policies and systems for high quality committee work and on improvements to those policies and systems.
  • Improving the ability of the office to co-ordinate work and resources across Parliamentary Services offices.
  • Acting as the recruitment champion for the office, leading workforce planning, and supporting recruiting managers and HR to ensure prompt and effective recruitment.
  • Leading and improving our communications across Parliament to promote engagement with select committee work, and the office’s internal communications.
  • Co-ordination of corporate governance work, including business planning, risk management, business continuity and assurance.

What we’re looking for:

  • Leadership and teamworking skills, including the ability to motivate, inspire and develop people, in order to lead the Committee Operations team.
  • Excellent interpersonal skills, including the ability to build constructive and supportive working relationships across a range of teams and stakeholders.
  • The ability to plan, deliver and improve effective policies and systems for operational and logistical support for Lords committee work, and to lead delivery of a programme of corporate governance work.
  • Good expertise and judgement including the ability quickly to gain a good understanding of the purpose and processes involved in Parliamentary committee work, and what practical and logistical support is required to deliver that work.
  • High quality written and oral communication skills, including the ability to draft effective policy proposals and to explain key systems and processes involved in committee work, plus office policies etc.

It would be even better if you had:

  • Understanding of the role and work of select committees.
  • Experience of Continuous Improvement in a complex work environment; and/or project delivery.
