We are looking for aDigitalChangeLeadto jointhe JournalOfficeintheHouse of Lords.Internally, we call thisposition aDigital Procedural Services Manager.In this roleyouwill directly support thesittings of the Chamber and Committees of the House, ensuring digital systems are in place and requirements are clearlyunderstood and communicated.

You willshape and be a part of theongoingdigital innovation in this area, ensuring development, delivery and maintenance ofthesystemsthat support the core work of Parliament.You’llsupporttheimplementationofnew technologies,embedding process changewhileadvocatingforand designing the vision of the digital future of the Houseof Lords.

We support hybrid workingandyou will be able to workthreedays from home andtwodays on-site at Parliament.This is an exciting opportunity for someone who enjoys working in a dynamic, evolvingdigital environment andwhohas the ability tobuild strong networksand relationshipswith stakeholdersacross Parliament and beyond.

You’ll be accountable for–

  • Along with the Head of Digital Procedural Services,jointlydeveloping and implementing a strategytosupportthe uninterrupted delivery of Lords digital priorities.
  • Developing spending proposals and related project documentation and advising and supporting governance boards and steering groups.
  • Representingthe House of Lords Administration in meetings with the software development team inthe Parliamentary Digital Service (PDS)to advocate forHouse of Lordsrequirements,establishingtactical priorities,proposingandimplementing solutions and alternatives to help resolve any outstanding issues and ensure robust communication.
  • Ensuring that development work is appropriately prioritised and delivered in line with the Administration’s overall digitalobjectives.
  • Developing and delivering solutions and alternatives to the issues presented by business system failures on a tactical basis, often in a time-critical environment.
  • Developing spending proposalsand related project documentation and advising and supporting governance boardsand steering groups.

Whatwe’relooking for–

  • IT Skills: Exemplary IT skills and a strong understanding of the transformative potential of digital to deliver customer satisfaction
  • Change Management: Demonstratean understanding of, and experience in applying, models of change management together with an awareness of how to develop and deliver a strategy tomaintainservices when implementing changes and the risks andimpactsof not managing change effectively
  • Building Working Relationships: Experience in building andmaintaininginternal relationships and networks built on honesty,credibility and respect through excellentinterpersonal skills and upholding the values of equality,inclusionand diversityat all times.

It would be even better if you hador ifyou’rewilling to learn…

  • Suitable digital project/programme management and/or business change qualifications, such as PRINCE2, MSP or ITIL.
  • Experience of operating within a project/programme development environment
  • An appreciation of the broad parliamentary context
  • Experience of developing Python scripts and/or working with a range of large language models
