Together, these two Houses play an essential role in shaping laws, scrutinising government actions, and overseeing the democratic process. The House of Commons is seeking a Chief Commercial Officer (CCO) to lead the Parliamentary Commercial Directorate (PCD), a key service spanning both the House of Commons and the House of Lords. Reporting to the Director General (Operations) and the Clerk of the Parliaments, the CCO will be responsible for overseeing a c£1bn portfolio of contracts, developing and implementing commercial strategies, and ensuring high-performance procurement across Parliament. The CCO will lead a team of around 47 professionals, driving sustainable change and excellence in contract management, procurement activities, and value-for-money delivery. This is a high-profile, strategic role that will enable the CCO to work collaboratively with senior leaders across both Houses, ensuring robust contract performance, innovation, and effective stakeholder engagement.
The ideal candidate will bring substantial experience in transforming and leading commercial functions, particularly within large and complex organisations. You will have a proven track record in successfully managing high-profile procurement projects, navigating complex stakeholder landscapes, and delivering value for money. The ability to think strategically and develop long-term commercial visions will be key, as well as the ability to influence senior stakeholders and external suppliers to achieve shared goals. An understanding of public sector procurement and a high level of commercial acumen are essential, alongside experience in managing contract risks and driving operational excellence. The CCO will demonstrate outstanding leadership, guiding and motivating a team while maintaining strong, strategic relationships within Parliament and beyond.
