£53,701-£56,003 pa + essential car user allowance up to £1,239 pa

Horsham

Horsham District Council is looking for a Property Facilities Team Leader to help drive our success of reaching Carbon Net Zero in the Council’s buildings.

As Property Facilities Team Leader you will you assume responsibility for the property facilities of the Council’s portfolios. The Council owns operational, investment and housing portfolios and is committed to refurbishment within each of these sectors.

Horsham is located in West Sussex and is consistently ranked in the top ten places to live in the UK. Maintaining the quality and desirability of the District as a place to live, work and do business is essential to its health and prosperity. As Property Facilities Team Leader, you’ll manage a team of five, and a revenue budget of £1.1M per annum where you will take on the full range of management duties – including the management of the preventative and reactive maintenance function, compliance coordination, landlord and tenant liaison, rent collection, overseeing service charges and day-to-day lease issues.

Other key responsibilities will also include:

• Ensuring properties are kept in good condition including the coordination of a planned maintenance programme

• Coordinating a life cycle plan for the portfolio

• Overseeing the tendering and management of service contracts

• Management of maintenance budgets

• Advising and liaising with internal and external occupiers, tenants and third parties

• Overseeing the Council’s compliance and health and safety practices in relation to buildings

• Managing the reduction of utility costs across the portfolio

• Participating and completing revenue and capital projects, as budgeted, to improve buildings

About you:

To succeed in this role you must be committed to delivering an excellent service and be commercially driven. You will have excellent facilities management experience gained in a local authority or client-side private sector company. You must also have:

• An understanding of Carbon Net Zero and energy efficient methods and products

• A history of managing a team and mentoring trainees

• Capability in tendering and letting maintenance and construction contracts

• A background related to construction of residential, commercial, or operational properties

• Experience in retrofit and/or building improvement work

• Great customer service and negotiation skills

• Membership of the RICS

• The ability to be a positive influence, to promote and develop robust working relationships, and to seek out opportunities to improve ways of working

• Full and current UK driving licence
