The Horserace Betting Levy Board (HBLB) is a statutory arm’s length body of Government overseeing the collection and distribution of a levy on betting on British racing.
The levy, normally raising over £100m annually, is used for the improvement of horseracing and breeds of horse, and for veterinary science and education for the benefit of the thoroughbred horse.
We are seeking a
Compliance Lead to join our small, dedicated team.
Reporting into the Head of Technology, this newly created role will be responsible for providing organisation‑wide assurance and oversight across corporate compliance, data protection, operational policies and data retention.
The successful candidate will ensure that the HBLB discharges its statutory duties and public sector obligations effectively, in line with relevant legislation, HBLB’s framework document, Government Functional Standards and recognised good practice for arm’s length bodies.
Key responsibilities include
- Oversee data protection policies, handle GDPR queries and manage data subject access requests (DSARs).
- Train staff on information security, records management and data handling protocols.
- Ownership of the organisation’s compliance matrix, ensuring all operational policies are updated, legally compliant and easily accessible.
- Proactive monitoring and updating of business continuity and contingency planning.
- Address, monitor and resolve outstanding issues identified in internal compliance gap analyses.
- Assist the business with procurement compliance and supplier review processes.
The ideal candidate will bring
- Experience in a compliance, governance and/or an assurance role.
A background in the UK public sector, an arm’s‑length body or similarly regulated environment would be advantageous.
- Demonstrable working knowledge of UK data protection legislation and experience operating at organisational level.
- Strong understanding of public sector governance, accountability and risk management frameworks.
- Experience in drafting, implementing and maintaining corporate policies.
- Excellent organisational and prioritisation skills, with the ability to manage multiple compliance workstreams concurrently.
- Excellent organisational, evaluation and reporting skills.
- Strong written and verbal communication.
