Ship\’s Communication Officer – Seaward Services
Hornblower is seeking a Ship\’s Communications Officer for our Seaward Services operation with TSVRON in Norfolk VA.

This person will be adaptable, dynamic, and embody Hornblower’s RESPECT Service System.
About the Opportunity:
The Ship\’s Communications Officer (SCO) operates, maintains, and troubleshoots/repairs ship-based Command, Control, Communications, Computer, Collaboration, and Intelligence (C5I) systems. This includes equipment used for communication, tracking, recognition, and identification on both TSV-3 NARRAGANSETT and TSV-4 VINDICATOR.
- Supervise allocated watch standing personnel.
- Serve as the ship\’s Network Administrator.
- Prepare and coordinate planned maintenance schedules as required to ensure maximum operational readiness.
- Provide technical assistance and conduct necessary training.
- Maintain technical publications and files.
- Ensure Communications Security (COMSEC) procedures and instructions related to crypto security, transmission security, and emissions securities are complied with.
- Ensure compliance with safety procedures.
- Manage the transfer of information technology using Military or commercial satellites, tactical Line of Sight (LOS), High Frequency (HF), Ultra High Frequency (UHF), Very High Frequency (VHF), and High Frequency (HF) long-haul.
- Ensure operations routinely performed within a carrier strike group with specific circuits and protocol are adhered to and utilized by TSVRON vessels.
- Comply with COMSEC requirements on both transmission and receipt of communications messages.
- Manage the operation of information systems in support of worldwide telecommunications network, including NIPRNET, SIPRNET, and CENTRIX.
- Advise the Master on capabilities, limitations, and condition of equipment.
- May be required to work aloft and over side to ascertain equipment condition.
- Operate C5I systems including equipment used for communication, tracking, recognition, and identification.
- Comply with EKMS regulations as part of an EKMS Local Element.
- Stand communications watch as assigned per operational requirements.
- Observe all safety rules and take appropriate precautions to ensure personal safety and safety of co-workers.
- May be assigned as the department tag out/lock out coordinator.
- Be proficient in the performance of shipboard emergency drills.
- Additional job duties as assigned.
Requirements & Qualifications:
- U.S. Coast Guard license/certificate requirements: STCW Requirements: Basic Training; VPDSD.
- Thorough knowledge of electronic theory and competence to perform all required equipment inspection, evaluation of performance, problem troubleshooting, preventive and corrective maintenance, and minor repairs to shipboard communications systems.
- Fully proficient with operating radio cryptographic equipment.
- Fully proficient in all aspects of naval network management.
- Skilled in interpretation of electronics technical manuals, drawings, specifications, and schematic drawings.
- Proficient in the proper use of a wide variety of diagnostic programs, electronic test equipment, and tools.
- Skilled in diagnosing problems and determining appropriate corrective action.
- Knowledgeable of the electrical safety program and safety requirements of the equipment worked upon.
- Minimum of six (6) months shipboard experience as a 1st Radio Electronics Technician in a shipboard environment; or equivalent experience.
- Security +, Net +; EKMS Local Element (TIER III) training.
- Security Clearance: TOP SECRET.
- Physical Requirements: Physical effort is required in this position.
- High School diploma or equivalent.
- Must possess a valid United States Passport.
- Must be able to acquire and maintain a Transportation Worker Identification Credential (TWIC).
- Must be able to acquire and maintain a Common Access Card (CAC).
- Must be computer literate in Microsoft Office and shipboard monitoring and maintenance software.
- Demonstrate appropriate management and administrative skills.
- Logically and independently plan, organize, and complete work assignments.
- Ability to use independent judgment and discretion to develop and execute innovative solutions to engineering problems.
- Evidence of ability to bring increased value to task through efficiencies and cost-control.
- Ability to communicate effectively verbally and in writing and maintain quality working relationships with other employees and the public during work.
