Horizon Parking Ltd, part of the Horizon Group, is one of the UK’s leading providers of parking management services, with operations across over 2,500 car parks nationwide. We are a leading car park management company, specialising in on-site car park management groundworks for our clients. Our projects vary in size, with numerous small-scale projects being completed weekly and monthly. We are now seeking an experienced Back Office Groundworks Support Manager to manage the administrative and operational support functions of our growing Groundworker Team. This is a key role, ensuring that all teams are equipped with the right tools, safety documents, and briefings to deliver quality work on-site. The ideal candidate will have a strong background in Groundworks or Construction, with a deep understanding of health and safety regulations.
As the Back Office Groundworks Support Manager, you will be responsible for overseeing all back-office operations related to our groundworks services. You will spend most of your time based at our Chelmsford Head Office, with one day per week on-site conducting surveys as needed.

Responsibilities
- Completing all job sheets each week, detailing the works to be completed, the necessary tools and equipment, relevant safety information, and associated Risk Assessments (RAMS).
- Ensuring the Groundwork’s Multi-site Manager is fully briefed on works ahead, including reviewing safety folders, job details, and equipment needs.
- Managing the preparation of all quotations, safety folders, and supporting documentation required for groundworks projects.
- Overseeing the completion of RAMS and safety documents for each project.
- Conducting tool and van inspections at Head Office when the team is in, and ensuring all stock levels for tools and equipment in the warehouse are maintained.
- Updating and managing job briefing forms and job briefing sheets, ensuring all information is accurate and up to date before works commence.
- Ensuring health and safety compliance across all aspects of the back-office support and site operations.
Qualifications
- A strong background in Groundworks or Construction, with experience in both operational and administrative functions.
- Relevant qualifications in Health and Safety, such as IOSH (Institution of Occupational Safety and Health) or NEBOSH (National Examination Board in Occupational Safety and Health).
- Experience in managing RAMS, health and safety documentation, and project administration.
- Excellent organisational skills with experience in managing tools, equipment, and project documentation.
- A working knowledge of health and safety legislation and compliance requirements on construction and groundwork sites.
- Strong communication skills to effectively brief teams and manage operational coordination.
- A full driving licence with no more than 6 points.
