About The Role
Herefordshire Council are seeking an experienced and driven Corporate Fleet Manager to lead the strategic and operational management of the Council's vehicle fleet. This is a key role within Facilities Management, providing expert advice across the organisation to ensure the Council's fleet is safe, compliant, cost‑effective and supports our ambitious decarbonisation and sustainability goals.
What will you be doing?
- Providing strategic, technical and operational leadership for the Council's fleet of cars, light commercial vehicles, minibuses and other road vehicles.
- Developing fleet specifications, acquisition routes (purchase, lease or hire), maintenance schedules and disposal arrangements in partnership with Service Leads.
- Ensuring full compliance with all relevant legislation and council policies including DVSA, DVLA, Operator Licence, insurance, MOT, taxation and driver checks.
- Managing fleet maintenance contracts, minimising downtime and ensuring vehicles are safe, fit for purpose and operationally efficient.
- Developing and maintaining a 5‑year vehicle replacement and capital investment programme to support the Medium Term Financial Strategy.
- Acting as the Council's technical expert on fleet policy, emerging vehicle technologies and sustainable transport solutions.
- Implementing and managing fleet management systems including telematics, fuel cards and pool car systems to optimise utilisation and performance.
- Overseeing accident reporting, investigations and driver safety programmes in line with Health and Safety and insurance requirements.
- Producing clear, data‑led performance reports on compliance, utilisation, costs, energy efficiency and emissions.
- Leading the development of a 5‑year plan to decarbonise the Council's fleet, including trials of alternative fuel vehicles and delivery of EV infrastructure.
- Working collaboratively with colleagues across Health & Safety, HR, Legal, Insurance and service departments to achieve fleet excellence.
About You
- Proven, significant experience in fleet management.
- A comprehensive understanding of fleet related health and safety requirements.
- Strong knowledge of DVSA, DVLA, Operator Licence requirements and Traffic Commissioner regulations.
- Experience of contract management, vehicle leasing and pool car systems.
- Experience of transitioning fleets to zero emission vehicles and implementing supporting infrastructure.
- Excellent analytical skills with the ability to produce clear, structured, data‑led management reports.
- Strong verbal and written communication skills and the ability to work collaboratively across diverse teams.
- A full clean UK driving licence.
- A Certificate of Professional Competence (CPC) in Transport Management or equivalent.
- Organisation, proactivity and ability to manage multiple priorities, and confidence to provide expert advice at all levels of the organisation.
