Introduction

The ultimate goal of the Transport planning team is to deliver better experiences for passengers, residents and businesses, better connectivity both inward and outward to our neighbours, region and nations and ultimately a better place to live. Our goal is to ensure transport is a focus for all relevant plans from a wide range of council departments, for example the Local Plan, Climate Change mitigation plan, Public Health, Care leavers plan, and so on. You will need to build alliances and relationships across the whole council, and with the many external agencies we work with. This is a key role taking a leading position in what and how we deliver connectivity, and how we make intelligent investment decisions for DfT funding streams.

The Role

Herefordshire Council are looking for an enthusiastic and experienced active/integrated transport person to join our Transport Planning Service. This is an exciting opportunity to play a key role in shaping how people move around Herefordshire, helping to create more connected, healthy and sustainable communities.

What will you be doing?

In this varied and rewarding role, you’ll take a leading position in developing and delivering transport strategies and projects across the county.

You Will

  • Lead the delivery of the integrated transport elements of the Local Transport Plan, helping to shape the future of transport in Herefordshire
  • Drive forward the Local Cycling, Walking and Wheeling Infrastructure Plan (LCWWIP), supporting more active and sustainable travel choices
  • Identify and secure funding opportunities, developing strong, successful bids that bring investment into the county
  • Work closely with partners including Active Travel England, local stakeholders and community groups to deliver shared ambitions
  • Commission and manage projects and consultants, ensuring high-quality delivery and value for money
  • Provide expert advice to senior officers and elected members, helping to inform key decisions
  • Engage with the public and stakeholders to develop transport solutions that reflect local needs and priorities
  • Support and guide colleagues, contributing to a positive and collaborative team environment

About You

We’re looking for someone who combines strong technical knowledge with a proactive, positive approach.

You Will Ideally Have

  • A degree (or equivalent experience) and a relevant professional qualification in transport, planning or a related field
  • Experience in transport planning, policy development or active travel delivery
  • A good understanding of national transport policy and funding opportunities
  • Experience of managing projects, budgets and external consultants
  • Excellent communication and stakeholder engagement skills
  • The ability to analyse information and turn ideas into practical solutions
  • A collaborative and supportive approach to working with colleagues and partners

We Offer

  • Salary range of £46,142 - £50,269 (HC10)
  • Enrolment in the Local Government Pension Scheme (LGPS)
  • Career progression: clear pathways to progress
  • 31 days’ annual leave (pro rata) plus bank holidays, with the option to purchase an additional 10 days per annum
  • Flexible working including potential for job‑sharing, part‑time hours and agile working
  • Employee Assistance Programme: 24/7 access to support and counselling
  • Payment of professional membership fees (based on role requirements)
  • Access to a range of retail, leisure, holiday and health benefits, including savings, cash back and discounts

Commitments and Statutory Obligations
