The predicted salary is between 30000 - 40000 £ per year.
This is a key role in contributing to the establishment and delivery of the Foster Wales Cardiff and Foster Wales Vale of Glamorgan, leading regional partnership improvements for the teams. You will promote best practice and effective partnership working in the delivery of the service across the region, strengthening the interface between the service and informal sources of support. You will work at a national level in collaboration with the other regional development managers across Wales to promote and develop Fostering services and practice across Wales to support Foster Wales carers. You will have extensive knowledge of the service and it is desirable that you have current knowledge of the challenges and policies that impact on children who are looked after and foster carers. It is vital that you can be sensitive to a wide range of viewpoints with an ability to build consensus. You will have experience of partnerships to develop new models of services, experience in the management of change in social care settings and the confidence to bring people along on the journey. You will be an excellent communicator with an eye for detail, able to impart information, reports and data clearly and concisely.
Responsibilities
- To be responsible for the delivery of high quality innovative services that meet objectives and targets of Fostering Services.
- To lead on the development of regional improvements across Cardiff & Vale Fostering Teams and promote best practice in the delivery of services.
- To have oversight and direct management of the regional front door for fostering recruitment, including the management of regional staff and regular reporting on performance data.
- To have lead responsibility for the development and implementation of the regional work programme for fostering services.
- To use the national performance framework for fostering services to inform and shape the regional priorities and analyse the regional information that emerges from the national performance framework and key performance indicators to generate plans for improvement.

Qualifications
- Extensive knowledge of services; desirable current knowledge of challenges and policies affecting children who are looked after and foster carers.
- Ability to build consensus and work with a wide range of viewpoints.
- Experience of partnerships to develop new models of services; experience in the management of change in social care settings.
- Excellent communication skills with the ability to impart information, reports and data clearly and concisely.
- Experience of working in partnerships to develop new models or frameworks for practice.
- Experience of working with Senior Managers and Elected Members.
- Experience of analysing data and creating presentations with large volumes of data.
- Driving licence with access to a car.
- Social Work Qualification - essential; registration with Social Care Wales or Social Work England.
