Powys County Council is seeking three experienced and dynamic Transformation Programme Managers to lead and manage key transformation programmes across Adult Services. This is an exciting opportunity to play a pivotal role in shaping the future of Adult Social Care across Powys, driving strategic change, service improvement, and benefits realisation whilst working alongside senior leaders, partner agencies, and key stakeholders.

As part of the Adult Services Management Team, reporting directly to the Director of Social Services and Wellbeing, you will lead the delivery of complex transformation programmes and projects, ensuring successful implementation of new capabilities, robust governance arrangements, and measurable service improvements. This role offers hybrid working with a minimum of 2 days onsite per week.

Key Responsibilities
  • Lead the planning, design and delivery of strategic transformation programmes across Adult Services.
  • Manage programme governance, risk, budgets, resources and benefits realisation.
  • Coordinate and oversee multiple projects, ensuring delivery within agreed timescales, quality standards and financial constraints.
  • Develop and maintain strong relationships with senior leaders, project teams and external partners including health and third‑sector organisations.
  • Drive stakeholder engagement, communication and awareness of Adult Services transformation initiatives.
  • Monitor programme performance, provide regular reporting, and implement corrective action where required.
  • Promote a strong programme and project management culture across the organisation.
  • Secure and align resources to support programme delivery and service improvement objectives.
About You
  • Experienced Programme or Project Manager with a proven track record of leading large-scale transformation initiatives.
  • Able to work independently whilst building collaborative relationships across organisational boundaries.
  • Strong leadership, communication and stakeholder management skills.
  • Comfortable challenging existing ways of working and driving continuous improvement.
  • Experience within Adult Services, Social Care or Public Sector transformation would be advantageous but is not essential.
  • Ability to manage complex programmes involving multiple stakeholders and competing priorities.
Interview Details

Interviews will take place at County Hall, Spa Road East, Llandrindod Wells. Target date for interviews: 3rd July. Interviews conducted by Head of Adults Services and Senior Strategic Commissioning Managers for Live Well and Age Well.
