The National Housing Bank (NHB), a wholly owned subsidiary of Homes England, sits at the heart of the Government’s ambition to accelerate housing delivery, regeneration and local growth, combining public purpose with market‑facing investment capability at scale. We are now looking for a Finance Director to join the Homes England Finance Team and the NHB Executive Leadership Team, acting as a core member and providing authoritative executive leadership across finance, commercial strategy and financial governance.
We are looking for someone that can bring their proven capability in strategic, business and financial planning. They will be leading a dedicated NHB business partnering finance team, they will act as the principal financial adviser to the NHB Chief Executive and Board, with responsibility for safeguarding public funds, enabling commercial delivery and ensuring the long-term financial sustainability of the Bank.
About the role
As Finance Director you will directly support the NHB Chief Executive’s responsibilities as Accounting Officer. You will play a critical role in ensuring that NHB maintains robust systems of financial control, assurance, risk management and value for money assessment. You will also, where agreed, deputise for the NHB Chief Executive in internal and external forums, committees and stakeholder settings, exercising judgement and authority consistent with Executive Director status.
In order to be successful in the role you will need to be a highly credible, market facing Finance Director and will need to develop a strong command of Government public finance frameworks, including Managing Public Money, parliamentary accountability and Government budgeting and accounting rules. The role sits within the Homes England CFO Directorate but will operate as part of the NHB Exec leadership, therefore we are looking for someone who is comfortable with matrix/group structure working practices.

About you
To be successful in this role you will be a highly credible Finance Director who can engage confidently with investors, lenders, counterparties and delivery partners and be confident providing challenge to the Executive Leadership Team, CEO and Board.
Key skills and knowledge:
- Fully qualified CCAB accountant (or equivalent qualification/experience) with significant experience operating at Executive Committee or Board level.
- Strong track record as a commercial, market facing Finance Director or equivalent, with experience of complex transactions, investment structures and balance sheet management in the Real Estate Sector.
- Demonstrable leadership high functioning teams, with the ability to get the best from limited but high impact resources.
- Ability to operate confidently in a public sector environment, with the intellectual capability and curiosity to master Government public finance rules, accountability frameworks and parliamentary processes.
- Deep understanding of corporate finance, development or investment finance, asset–liability management and financial risk management.
- Proven ability to influence senior stakeholders, exercise independent judgement and provide constructive challenge at pace.
- Clear, credible communicator able to translate complex financial issues into practical advice and decisions at Board, Ministerial and senior stakeholder level.
- Proven ability to deliver process and technology transformation.
