Homes England is launching the National Housing Bank, a new government-backed investment platform to accelerate housing delivery across England. With £16bn in capital, it will unlock private investment, support regeneration and accelerate housing delivery across the UK. The role holder manages the delivery of housing, infrastructure, and budget spend, overseeing a portfolio of loans, ensuring funding is deployed effectively, risks are managed proactively and client relationships are maintained to a high standard. The role holder leads a team focused on a specific type of asset or geographic area ensuring homes and funding are delivered as planned within risk appetite and budget, with a variety of investment structures, value, and delivery outcomes.

Responsibilities include:

  • Lead the management of a portfolio of investment transactions, ensuring delivery of housing starts, completions, and spend in line with credit approvals and the annual budget.
  • Approve and recommend credit submissions, payments, and legal documentation in line with delegated authority to a high professional standard.
  • Manage the risk profile and performance of loan investment transactions, identifying and addressing early signs of deterioration in collaboration with clients and internal teams to ensure alignment with the Agency’s risk appetite and recovery objectives.
  • Lead a regional/national team to achieve targets in line with the Agency's values.
  • Support and coach colleagues, contributing to a positive team environment and sharing expertise across the wider function.
  • Contribute to the continuous improvement of policies and procedures related to portfolio performance and recovery, recommending and implementing changes where appropriate.
  • Maintain and report on asset performance data metrics, including portfolio composition and stewardship activity, ensuring strong quality assurance.

Candidate profile:

  • Degree-level qualification or equivalent professional experience (e.g. Banker, Accountant, Surveyor, Lawyer).
  • Knowledge of public sector investment principles and stewardship of public funds.
  • Strong understanding of risk and client management in real estate investment or loan portfolios.
  • Demonstrated commercial acumen and ability to drive value for money.
  • Experience in influencing and negotiating with internal and external stakeholders.
  • Experience working collaboratively across multifunctional teams.
  • Familiarity with credit processes, legal documentation, and delegated authority frameworks.
  • Line Management experience.
