The operating expenditure of the NHB is incurred at HE Group level and will be charged to the NHB via a monthly recharge. These operating costs include pay costs of staff working directly on NHB delivery in addition to the provision of a range of services to support NHB operations through Corporate and Enabling teams (e.g. Finance and HR). The operational costs also include associated non-pay costs (e.g. travel, learning & development, professional fees, accommodation costs) which will be recharged using appropriate cost allocation methodologies to ensure costs are fairly and accurately charged.

  • Process improvement — Identify inefficiencies in the recharge process and implement improvements to enhance accuracy and transparency.
  • Compliance — Ensure that there are robust controls in place to ensure that all recharges specific to the NHB for earmarked work are agreed and budget assigned. Support the yearly audit process.
  • Systems — Maintain recharge templates and models used for allocations, including maintaining the Power BI reporting tool to produce recharge reporting to enable transparent reporting.
