About the role
Working within the Market Engagement team, the Stakeholder Insight Manager plays a central role in ensuring Homes England and the National Housing Bank have a robust, evidence‑led understanding of our partners and stakeholders across the housing and regeneration market. This role sits at the heart of how qualitative stakeholder insight, research, engagement intelligence and CRM data are brought together to inform strategy, investment decisions, engagement priorities and delivery activity across the Agency.
You will work on development and delivery of Homes England’s stakeholder insight, analysis and qualitative intelligence activity, ensuring that insight is systematically gathered, effectively analysed and translated into clear, actionable intelligence for senior leaders, regional teams and delivery colleagues. Working closely with colleagues across Strategy, Research, Economics, Analysis, Communications and regional delivery teams, you will ensure stakeholder perspectives are integrated alongside economic, financial and market analysis to shape Homes England’s Investment Strategy, engagement approaches and business development activity.
You will act as a trusted adviser on stakeholder insight, producing high‑quality briefings for Executive and Senior Leadership Teams, clearly articulating risks, opportunities and recommendations. You will also provide targeted, practical insight products to support regional and delivery teams to engage effectively with partners and make evidence‑based decisions. About you
You will bring strong experience in qualitative intelligence or stakeholder insight, with a proven ability to manage and analyse complex qualitative and quantitative data and translate it into clear, compelling insight for senior audiences. You will be comfortable leading large‑scale intelligence gathering, including commissioning and managing external suppliers, and confident working with senior stakeholders to support strategic decision‑making. You understand how to ensure insight does not sit on the shelf, but is used, relevant and actionable, shaping engagement, strategy and delivery.
You will have a collaborative mindset and enjoy working across organisational boundaries, bringing together different evidence sources and perspectives into a coherent narrative. Your approach will be analytical, outcomes‑focused and grounded in an understanding of the housing, regeneration or built environment sector or other complex stakeholder environments. Delivering in a high‑profile, fast‑moving organisation requires resilience and confidence. You will be comfortable providing constructive challenge, influencing across teams, and working with ambiguity to deliver meaningful insight that supports Homes England’s mission.
