The Digital Resource and Capability Lead will play a key role in shaping how we plan, secure and develop the people and skills needed to deliver our Digital strategy. The role sits at the heart of our Digital function, supporting both day‑to‑day operations and strategic change by ensuring we have the right capability, capacity and resourcing approach in place.
You’ll be joining a small but highly motivated team that supports the smooth running of Digital and helps create the conditions for successful delivery. It’s a varied and rewarding role, with scope to influence workforce planning, capability development, recruitment activity, financial oversight and continuous improvement across the directorate. The team are committed to creating an inclusive, collaborative and flexible working environment where people can do their best work.
You’ll work closely with senior leaders, Heads of Profession and corporate teams including HR, Finance, Legal and Procurement, building strong relationships to help solve complex resourcing and capability challenges in a practical and forward‑looking way. You’ll help ensure that our Digital teams have the right mix of skills, capacity and support to deliver services and change effectively, while also influencing how we build capability for the future. The role will lead on key activity across resource planning, capability development and people data, helping to identify risks, model options and support informed decision‑making. You’ll also contribute to strategic initiatives such as workforce planning, professional capability development and improving the processes, tools and insight that underpin effective resourcing across Digital.
You’ll be comfortable working with complex resourcing and capability challenges, bringing structure, insight and sound judgement to support good decision‑making. You’ll have strong experience in resource planning, forecasting and reporting, along with a good understanding of digital delivery, service teams and the Digital, Data and Technology profession.

As an experienced professional, you’ll understand how to work across teams in a collaborative and inclusive way, and you’ll be motivated by the opportunity to improve how Digital plans, develops and supports its people. Experience of working with capability frameworks, workforce planning, recruitment processes or budget and headcount management would be particularly valuable in this role.

If you are a member of a professional body, we’ll pay for your membership and once you get your digital kit, you’ll be good to go. Homes England are a geographically diverse community. We work to a 50/50 office/ home based model. Moving back into our office environments has enabled us to utilise our space and time together in the most collaborative way.
