Chief Technology Officer in Birmingham

A bit about the role...

We're looking for an exceptional Chief Technology Officer to join our Digital leadership team and work directly with Liz Harris, Director of Digital, to shape the future of technology across Homes England.

As a key strategic partner to Liz, you will set and lead our technology vision, ensuring our architecture, platforms, products and services support organisational priorities, user needs and public service outcomes. You will modernise our technology estate, strengthen cyber resilience, reduce technical debt and create the conditions for responsible innovation.

You will lead the Architecture function, provide strategic direction to Cyber Security and advise senior leaders and governance forums on complex technology decisions. You will also represent Homes England across central government technology communities.

What you'll be doing;

• Set and deliver Homes England's technology vision and strategic direction.
• Modernise and simplify the technology estate, improving resilience and reducing technical debt.
• Ensure systems and services are secure by design and resilient to cyber threats and disruption.
• Provide trusted technical advice to executives, governance forums and senior stakeholders.
• Lead Architecture and provide strategic direction to Cyber Security.
• Establish effective technology governance, assurance and decision-making.
• Enable emerging technologies where they offer demonstrable value.
• Develop technical capability and build strong relationships with suppliers, partners and government colleagues.
• Chair the Technology and Innovation Group, support the Technology Design Authority and represent Homes England on the central government CTO Council.

A bit about you...

You'll be an inspiring and credible technology leader with significant senior experience in a large, complex organisation. You'll be able to set a compelling vision, translate strategy into delivery and make sound decisions in ambiguous environments.

• Strong knowledge of technology strategy, enterprise and technical architecture, cloud platforms, infrastructure, cyber security, service resilience and operational risk.
• A proven record of technology modernisation, legacy improvement and technical debt reduction.
• Excellent communication and influencing skills with technical and non-technical audiences.
• Strong commercial awareness, including supplier and partner management.
• Experience of building inclusive, high-performing specialist teams and developing technical capability.
• Relevant professional qualifications, certifications or equivalent experience in technology leadership, architecture, cyber security or digital delivery are desirable.
