Holtmon Jones is representing a leading construction consultancy that is looking for an experienced Procurement Manager to join a major infrastructure programme based in London. This is a senior procurement role working closely with project, commercial and supply chain teams. You will provide procurement and supply chain assurance across a complex programme, while helping to drive consistency, best practice and continuous improvement.

The Procurement Manager will be responsible for supporting and assuring procurement and subcontracting activities across the programme, ensuring procurement strategies and activities are aligned with project delivery requirements.

Key responsibilities will include:

  • Coordinating procurement pipelines and ensuring alignment with project programmes and key milestones.
  • Developing and assuring procurement and sourcing strategies across a range of packages.
  • Reviewing and assuring tender documentation, including pre-qualification, selection and tender processes.
  • Supporting tender negotiations and ensuring procurement activities demonstrate value for money.
  • Reviewing tender evaluation reports and procurement recommendations.
  • Working closely with commercial teams on subcontracting and supply chain matters.
  • Advising on supply chain risk allocation, incentives and delivery considerations.
  • Monitoring procurement performance, KPIs and supply chain spend.
  • Identifying procurement and supply chain risks, resolving delivery blockers and escalating issues where required.
  • Ensuring compliance with procurement and subcontracting processes.
  • Working with project and commercial stakeholders to identify opportunities for improvement.
  • Supporting the development of consistent procurement documentation, processes and ways of working.
  • Sharing lessons learned and promoting best practice across projects and teams.
  • Building strong relationships across project, commercial and supply chain functions and confidently challenging established ways of working where appropriate.

Experience/Skills required:

  • We are looking for an experienced procurement professional with a strong background in construction, infrastructure or major projects.
  • Strong experience in procurement and commercial environments.
  • Experience working on major construction or infrastructure programmes.
  • Good project management experience and the ability to manage competing priorities.
  • Experience working with or managing major/Tier 1 contractors.
  • Strong commercial awareness and understanding of supply chain risk.
  • Excellent communication, influencing and stakeholder management skills.
  • Confidence in challenging established ways of working and managing difficult conversations.
  • A pragmatic, solutions-focused approach.
  • Resilience and the ability to operate effectively in a complex programme environment.
  • A relevant professional qualification such as CIPS.
  • NEC4 experience would be advantageous.
  • UK working rights essential.
