Purcell is looking for a Framework Manager to join our London studio. Working closely with our Sector teams across Purcell’s regions as well as with the wider Work Winning team, the Framework Manager will manage Purcell’s portfolio of public sector frameworks and act as the key point of contact across our framework portfolio. The Framework Manager will build and maintain strong relationships with external framework providers and partners, maximising pipeline opportunities from these frameworks. Through doing so, the Framework Manager will elevate Purcell’s visibility on existing frameworks, supporting sustainable growth through a strong pipeline of framework opportunities.
Working closely with Sector Leads and Champions, the Framework Manager will provide strategic and operational support to ensure the effective management, promotion, and utilisation of existing frameworks across the wider Purcell team, as well as supporting Sector Leads and Champions in their regular engagement with Tier 1 suppliers.

Key Responsibilities
- Be the first point of contact for and facilitate regular engagement with Purcell’s existing public procurement frameworks (including NHS SBS, Perfect Circle, Fusion21, Pagabo, CCS/GCA, BLOOM and DfE TAS25).
- Through engagement with existing framework providers, understand pipeline and position Purcell for potential opportunities, promoting our expertise, services, and sector capabilities, disseminating early intelligence as appropriate to relevant Sector Leads and Champions.
- Represent Purcell at framework meetings, events, workshops, networking opportunities and Purcell‑led initiatives.
- Support Sector Leads and Champions to regularly engage with Tier 1 suppliers to maximise opportunities and engagement.
- Where required, manage supply chain agreements with Tier 1 suppliers.
- Create external facing documentation showcasing which frameworks we are on and advocating their use (supported by Work Winning colleagues).
- Ensure compliance with framework obligations, reporting requirements and contractual commitments, including monitoring and communicating framework‑specific social value requirements, ensuring the practice remains compliant and competitive.
- Coordinate framework reviews, renewals and re‑appointments with key internal stakeholders.
- Identify and evaluate opportunities to secure positions on new frameworks, purchasing consortiums and DPS which align with Purcell’s services and expertise.
- Be a single point of contact for internal enquiries relating to frameworks, facilitating knowledge share and best practice across the practice.
- Develop internal awareness and understanding of framework agreements and procurement routes, promoting the use of frameworks across the practice, including keeping Purcell’s framework guidance document up‑to‑date.
- Manage the central Framework Tracker, maintaining comprehensive records of framework agreements, requirements, performance measures and key contacts.
- Manage the technical data and compliance requirements associated with frameworks (e.g. fee scales, rates, levies and financial processes).
- Assess, understand and disseminate to teams the Direct Award procurement route for Purcell across all frameworks.
- Lead framework pipeline reviews, influencing project winning bid strategies through framework‑specific intelligence and market understanding.
- Provide guidance and support to key internal stakeholders regarding framework processes and requirements (e.g. social value requirements and commitments, project reporting, data management).
Qualifications
- Experience of public sector procurement processes and framework agreements.
- Excellent understanding and knowledge of the UK Procurement Act and associated legislation.
- Thorough understanding of social value principles and their role within public sector procurement and framework agreements.
- Knowledge of recognised social value frameworks and measurement methodologies, such as the Social Value Portal TOM System.
- Experience supporting bids, tenders, or framework submissions.
- Strategic thinker with commercial awareness and the ability to identify growth opportunities.
- An architectural/technical background to be well‑versed in the delivery of architectural services (preferable).
- Excellent relationship‑building and stakeholder management skills: confident and charismatic approach to engagement with clients, framework administrators and collaborators both externally and internally.
- Strong delegation, collaboration, organisation and management skills.
- Clear written and verbal communication, and presentation skills.
