The Learning and Talent Manager will move learning from programme‑led activity to a strategic enabler of organisational capability, culture and future skills, helping colleagues make an impact, unlock potential and build confidence for future success.

The role will connect learning, skills and talent into an engaging colleague experience, strengthening learning journeys, internal mobility, succession and skills‑based development.

What you’ll be doing

  • Learning strategy, skills and capability development
  • Drive the learning, skills and capability agenda, translating the People Strategy into development that builds confidence, impact and future‑ready capability.
  • Partner with the Senior Leadership Team and people managers to identify current and future skills requirements, priority gaps and capability needs.
  • Support a skills‑based organisation through skills taxonomies, pathways, academies and development plans linked to performance, career growth and potential.
  • Align learning and skills development with the culture programme, reinforcing the behaviours, mindsets and capabilities needed in a high‑performing, values‑led organisation.
  • Learning journeys, content curation and learning culture
  • Create learning journeys for new starters, managers, future leaders and technical specialists.
  • Integrate learning activities, resources and programmes into a coherent, inclusive offer aligned to business priorities.
  • Curate practical content and promote continuous, collaborative learning in the flow of work.
  • Learning platform ownership and digital enablement
  • Own and evolve the learning platform as an intuitive gateway to development and opportunity.
  • Manage platform content, pathways, campaigns and engagement across mandatory, regulatory, technical, leadership and professional development.
  • Use AI, automation and learning technology to improve adoption and personalised, accessible learning journeys.
  • Talent management, succession and internal mobility
  • Shape talent approaches that create clearer pathways for growth, progression, promotion and future contribution.
  • Coordinate succession planning and leadership pipeline activity for business‑critical roles.
  • Build internal mobility pathways through promotions, secondments, internal moves, stretch assignments, projects and mentoring.
  • Leadership, people management and regulatory capability
  • Design practical leadership, people manager and future leader interventions that build confidence, accountability and the behaviours needed in a regulated organisation.
  • Coordinate programme design, suppliers, communications, tracking and evaluation.
  • Support the CPO to develop board skills and training programmes that strengthen governance capability and regulatory understanding.
  • Support regulatory readiness, conduct, risk ownership, operational resilience and a values‑led culture.
  • Data, insight and continuous improvement
  • Develop learning and talent MI, dashboards and reporting to support evidence‑based decisions.
  • Use data, colleague feedback and manager insight to shape learning, development and talent outcomes.
  • Evaluate impact on performance, retention, engagement, mobility and organisational capability.
  • Project and stakeholder management
  • Lead or support People projects across skills, capability, learning, talent, succession, mobility and learning technology.
  • Build strong relationships with leaders, managers, colleagues, providers and platform partners.
  • Work with the People team to ensure skills, capability and pathways inform performance, progression and reward structures.
  • Work across the People team to join up learning, talent, performance, reward, recruitment and employee experience activity.

Requirements

  • Experience in Learning and Development, Talent, Organisational Development or a similar role, with energy to shape a modern learning and talent agenda.
  • Strong understanding of modern learning practice, including learning journeys, digital learning, content curation, platforms and learning in the flow of work.
  • Experience developing learning strategies, capability frameworks, skills taxonomies or skills‑based development.
  • Strong understanding of talent management, succession planning, promotions, internal mobility, mentoring and development planning.
  • Digitally confident, using AI, automation, dashboards and data insight to design solutions, evaluate impact and improve outcomes.
  • Strong project, communication and stakeholder skills, with the ability to deliver at pace and work effectively in a regulated environment.
  • Experience supporting leadership development, people manager capability and future leader programmes.
  • Inclusive, colleague‑centred and forward‑thinking, with curiosity and drive to help people unlock potential and make an impact.

Qualifications

  • Degree level or equivalent in a relevant discipline.
  • CIPD qualification or equivalent experience; relevant learning, talent, coaching, organisational development, learning technology, skills mapping or capability framework design experience would be helpful.
