Responsibilities
- Construction & Post-Contract: Act as the client’s Employer’s Agent/client-side Quantity Surveyor during construction. Administer building contracts, including valuations and payment recommendations, variations and change control, and loss and expense assessments. Chair and attend progress meetings with contractors and consultants. Ensure compliance with contract, budget, programme and quality requirements. Manage practical completion, defects, final accounts and handover.
- Development & Pre-Construction: Act as the client/Employer’s Agent throughout the construction project. Manage projects through feasibility, design, procurement, construction and handover. Prepare and interrogate development appraisals, cost plans, cashflows and viability models. Coordinate and manage external consultants (architects, engineers, planners, cost consultants). Lead the pre‑construction process, ensuring designs are commercially robust and buildable. Prepare and manage tender packages, scopes, schedules and employer’s requirements. Run competitive tender exercises, including tender issue and clarification, tender analysis and reporting, and value engineering and cost optimisation. Negotiate and agree building contracts and appointments.
- Commercial & Procurement: Act as the commercial lead on developments, maintaining cost control throughout. Review costs, assumptions and contractor proposals to ensure value for money. Manage risk allowances, contingencies and procurement strategy. Support budget monitoring, forecasting and reporting. Track programme milestones and highlight risks or delays. Prepare board papers, business cases and funder requirements.
Qualifications
- Proven experience as a Development Manager or Commercial Development Manager.
- Quantity Surveyor qualification.
- Strong commercial and cost management background.
- Experience running main contractor tender processes.
- Experience acting in a client‑side EA/ QS role post‑contract.
- Excellent understanding of building contracts (e.g. JCT).
- Ability to manage multiple stakeholders and consultants.
- Strong negotiation, reporting and communication skills.
- Analytical mindset with strong attention to detail.
- Ability to work proactively, manage time effectively and handle multiple tasks.
- Proactive and adaptable, with a positive "can-do" attitude.
- Full UK driving licence and own car desirable. Mileage and travel expenses reimbursed.
