About the role
The Senior Bid Manager - Public Sector leads the planning, coordination and delivery of high-quality, compliant and compelling bids for Hoare Lea's public sector clients.
The role is dedicated to public sector work-winning, including frameworks, call-offs, competitive tenders and major multi-disciplinary procurements across areas such as health, defence, government estates, education and other public infrastructure.
Working from qualification through submission, interview and post-bid review, the Senior Bid Manager provides bid leadership, structure and challenge to technical and commercial contributors.
The role converts client requirements and technical expertise into clear, evidence-led responses that are easy to evaluate and differentiated against the competition.
- What you’ll be doing
- Lead priority public sector bids from mobilisation through to submission, interview and close-out.
- Translate procurement documents into bid strategy, response plans, evaluation maps, win themes and programmes.
- Facilitate kick-offs, storyboarding, progress reviews and final sign-off.
- Shape clear, concise and persuasive responses that demonstrate evidence, benefits, deliverability and value.
- Maintain robust compliance, governance and version control across all submissions.
- Coordinate internal approvals, commercial inputs, pricing narratives, risk reviews and legal checks.
- Lead response planning and editing to ensure answers directly address client requirements and scoring criteria.
- Turn technical input into evaluator‑friendly narratives with quantified evidence and relevant case studies.
- Act as custodian of brand‑aligned bid collateral and reusable public sector content.
- Build, coach and manage Bid Administration resource supporting the Public Division.
- Work collaboratively with Public Sector leaders, bid teams, technical leads, commercial colleagues and other Tetra Tech operating units.
- Own post-bid reviews, lessons learned and continuous improvement activity.
- Develop and improve tools, templates, workflows and digital systems used to manage bids.
- Support the responsible adoption of AI and AI‑enabled bid tools.
- Monitor procurement portals, frameworks and market intelligence platforms to identify opportunities and pipeline activity.
- What we are looking for
- experience in bid or proposal management within consultancy, engineering, construction, infrastructure or another technical professional‑services environment.
- A strong track record of leading complex UK public sector bids, frameworks or multidisciplinary procurements.
- Good understanding of public procurement processes, evaluation criteria and compliance requirements.
- Strong bid writing, editing and response‑planning skills.
- Excellent project management and stakeholder coordination skills.
- Confidence working with senior technical, commercial and operational stakeholders.
- High digital literacy across Microsoft 365, CRM and bid‑management platforms.
- Experience with public sector procurement portals, framework registers or market intelligence tools.
- Experience coaching or managing bid coordination/administration support.
- Interest in using AI responsibly to improve bid management and content development.
- APMP certification or equivalent.
- Experience in health, defence, government estates, education or infrastructure bids.
- Experience of joint ventures, consortiums or multi‑operating‑unit submissions.
- Degree‑level education or equivalent relevant experience.
