HM Revenue and Customs (HMRC) is a non-ministerial Government Department which was formed in 2005 from the merger of the Inland Revenue and HM Customs and Excise. Corporate Finance fulfils a vital role at the heart of HMRC. We work right across HMRC and with other Government Departments, to support the delivery of our strategic objectives. We are responsible for ensuring that HMRC plans and manages its performance, makes good decisions and is held to account on accurate financial and performance data. Our activity keeps HMRC safe, keeps HMRC working, and improves the organisation.

Corporate Finance has responsibility for the production and assurance of all the Departmental Accounts. In this post, the job holder will manage the publication of the HMRC Annual Report and Accounts, oversee the publication of National Insurance Fund (NIF) accounts for GB and NI and the Isle of Man accounts, support team members in understanding and developing key assurances and monitoring and reviewing controls. To do this the jobholder needs knowledge of a host of HM Treasury Financial Guidance (Financial Reporting Manual, Public Expenditure System and Managing Public Money). The role requires significant joined up working with colleagues in Financial, Strategy & Performance as well as Strategic Communications in compiling and collating each version of the Annual Report as well as responsibility for managing and leading the processes that ensure consistency and accuracy of numbers between the Annual Report and the Financial Statements. The role includes line management of one member of staff.

Job description

  • Supporting the Grade 7's with ensuring that the overarching steer received from senior management is adhered to in the content of the Annual Report and Accounts.
  • Close working with senior colleagues from Finance Performance and Strategy and HMRC Communications Teams.
  • Supporting the team Grade 7's with the assembly of the Annual Report and Accounts and working closely with HMRC Communications team on the content of the document.
  • Leading on a complex connectivity (reconciliation) exercise between the numbers disclosed within the annual report section of the Annual Report and Accounts and the expenditure and income numbers disclosed within the financial statements.
  • Keep up to date on HM Treasury Guidance to maintain knowledge level and assess Annual Report and Accounts.
  • Providing updates to Grade 7's and Grade 6 where there have been changes that will impact the current year Annual Report and Accounts.
  • Liaising with the Trust Statement, Resource Accounts and the external typesetter to ensure timely updates to the Financial Statements.
  • A willingness to be flexible in working more widely across the team where required.

Person specification

  • Maintain/build relationship with Annual Report and Accounts stakeholders (internal and external) and contributors, providing feedback and advice on HM Treasury guidance and legislation connected with the Annual Report and Accounts.
  • Support the production of timetables for Annual Report and Accounts and monitoring deadlines for production.
  • Consulting with the National Audit Office on the audit of the Annual Report and Accounts and responding comprehensively to queries raised.
  • Managing and preparing papers for key review bodies within the Annual Report & Accounts process.
  • Assisting with key briefings to the Audit & Risk Committee and Senior Management as required.
  • Overseeing the publication of the Great Britain and Northern Ireland National Insurance Fund Accounts and the Isle of Man Account.

Essential Criteria:

  • Experience of working within a project delivery environment is essential, specifically a project to produce and publish central Government Annual Report and Accounts.
  • Experience of managing relationships with senior stakeholders, both internal and external.
  • Experience of working collaboratively across teams/directorates to achieve tight deadlines.
  • Strong IT skills, especially within the M365 suite of tools.

Desirable Criteria:

  • Experience of operating within a continuous improvement environment using relevant tools and methods.
  • Experience of fast-paced delivery in a finance environment, working collaboratively across teams to achieve tight deadlines.
  • Working knowledge of risk management processes within a finance environment.

Other Information

HMRC contractual homeworkers are welcome to apply for this role, however please note occasional travel will be involved and office attendance may be required and sometimes at short notice.
